STREET CHILD OF LIBERIA (SCOL) was registered as an Independent Liberian NGO in 2013.

Street Child of Liberia (SCoL) – through its main partner Street Child UK – is implementing a four-year Education For Every Child Today (EFECT) project nationwide. This project will target enrolling and retaining 13,500 highly vulnerable primary school age children into education. The project uses a child-centred approach and a combination of interventions to confront compounded challenges. A strategic combination of social, economic, infrastructural, and instructional support will be utilised to achieve increased access and retention in primary education for 13,500 vulnerable children in Liberia.

Job Title:MONITORING EVALUATION, ACCOUNTABILITY AND LEARNING MANAGER
Location:Monrovia, Head Office with frequent travel to other field locations
Role SummaryBased in the Monrovia office with direct supervision from the Programme Manager, the Monitoring, Evaluation, Accountability and Learning (MEAL) manager will oversee the data coolection , analysis and management for the EFECT Project. They will also line manage a data officer based in Maryland. The role is expected to hold close working relationship with Street Child Liberia Programme Manager and EFECT MEAL Manager.

Duties and Responsibilities:Key Responsibilities:

MEAL System:

  • With Support from EFECT MEAL Manager Design and establish robust MEAL systems, frameworks, and tools for data collection, reporting, and analysis.
  • Ensure the integration of accountability mechanisms within the MEAL framework.

Data Collection and Management:

  • Oversee data collection activities, ensuring data accuracy, completeness, and timeliness.
  • Establish data management protocols and systems to secure and maintain data integrity.

Data Analysis and Reporting:

  • Analyze collected data to assess project impact, identify trends, and provide evidence-based recommendations.
  • Produce high-quality MEAL reports for internal and external stakeholders.

Monitoring and Evaluation:

  • Lead the planning and execution of baseline studies, mid-term evaluations, and final project evaluations.
  • Conduct regular field visits to monitor project progress and identify areas for improvement.

Accountability and Learning:

  • In collaboration with EFECT MEAL Manager Establish and maintain mechanisms for beneficiary feedback, ensuring their voices are heard and considered in program decision-making.
  • Promote a culture of learning within the organization, facilitating knowledge sharing and lessons learned sessions.

Capacity Building:

  • Provide MEAL training and capacity-building support to program staff and field team.

Ensure that staff are competent in MEAL methodologies and tools.

Compliance and Reporting:

  • Ensure compliance with donor requirements regarding MEAL and reporting.
  • Prepare and submit accurate and timely MEAL reports to Program manager and EFECT MEAL Manager.

Reporting

  • Collaborate with the project manager to prepare reports per established reporting schedule;
  • Complete project documentation for assigned activities. Assist with identifying information for case studies, case management and reports on promising practices;
  • Coordinate with the data officers in Maryland and the MEAL team in Nigeria and Sierra Leone to ensure data and reports are submitted to HQ on time;
  • Share programme updates and ensure smooth flow of information between HQ and data officers across the country.

Other tasks

  • Perform other relevant tasks and duties as required.
Qualification and Experience
  • At least Bachelor Degree in business management/social science or other related field
  • Preferably certificate in monitoring and evaluation
  • Two years of practical experience in monitoring & evaluation
  • At least 3 years previous experience of NGO work
  • Good writing and reporting skills
  • Computer literate-particularly in Microsoft Office, Word, Excel and Access
  • Experience in data analysis.
  • Responsible attitude and ability to manage the resources and mature understanding of the nature of work
  • A high standard of numeracy & high level integrity
  • Ability to work under pressure and with competing demands
  • Good decision making, inter-personal, negotiating, organization and analytical skills
  • Excellent management skills including the capacity to prioritizes the work
  • Fluency in English, both verbal and written, preferred

Language SkillsExcellent spoken and written English.
