Contract duration: Fixed Term (12 months)

Role Requirement: Based in Buchanan. Internal travel to project locations (possibility of travelling outside of Buchanan to other Counties).

Job Purpose: Under the supervision of the Programme Director the MEAL Manager will manage the MEAL team and support programme teams to uphold quality programming and learning through collection and analysis of quantitative and qualitative data. The MEAL manager will line manage MEAL officers and assistants, providing technical leadership and adherence to Concern policies. They will also be responsible for improving the quality and accountability of programmes by ensuring high quality data collection and reporting and collaborating with the Accountability officer to monitor Concern’s accountability to programme participants.

Responsibilities:

Main duties and responsibilities: To support the country programme by enhancing planning, monitoring, evaluation processes and systems; building the capacity of the country programme team in the above areas; report writing; participating in proposal development; developing timely MEAL plans; participating to organising learning and capitalisation events and workshops with Concern Wand supporting the mainstreaming of Accountability within Concern Worldwide Liberia.

Specific Roles and Responsibilities:

Management and planning of Monitoring, Evaluation, Accountability and Learning activities

Manage the planning and implementation of Monitoring, Evaluation, Accountability and Learning (MEAL) activities throughout the programme cycle (baseline, midline, end-line, evaluation) of Concern, its partners and consortium members with particular focus on measurement of results at the outputs and outcomes level.

Build the capacity of the MEAL team and the wider programme teams on information and data collection, collation, analysis and dissemination. Build the capacity of programme teams to develop detailed and accurate reports for donors and for internal use, based on comprehensive MEAL data.

Maintain the reporting calendar in collaboration with the PD.

Support continual learning and collaboration between programmes, including documentation and dissemination of case studies and lessons learnt.

Proposal development

Participate to the proposal development cycle by collecting learnings from past projects, assisting the programme team in conducting needs assessment, developing logical frameworks

Appropriately design MEAL budgets to conduct relevant evaluations and post-distribution monitoring surveys

Information Management and dissemination

Ensure the project participants’ data base are up to date and regularly updated when relevant to a programme.

Ensure that Concern remains accountable to programmes participants through accurate data collection and building inclusive surveys in collaboration with Concern’s HQ MEAL teams and the PD.

Improve and strengthen the storage and dissemination of information within the programme.

Ensure that appropriate data collection technologies, and tools are used for data storage and management.

Participate in the planning and coordination of learning events for each project.

Strengthen links with MEAL departments in other NGOs through effective and on-going coordination, information sharing and results dissemination.

Collaborate with Concern’s Accountability officer whenever relevant to ensure Concern maintains high standards of accountability, including supporting the implementation of a FCRM across programmes.

Support the Accountability Officer in the establishment of community committees in areas where Concern implements programmes to promote for Concern FCRM, collect feedback and complaints.

Partnerships

Work with the Programme Director, Programme coordinators, Project Managers, and Concern’s local partners to ensure effective monitoring systems and tools are in place, which address indicators set out in project proposals and partnership agreements.

Provide tailored technical support and build the MEAL capacity within Partners’ systems and operations.

Support Partners in designing and implementing MEAL plans.

Ensure that learning from partnership projects is systematically captured and shared between partners.

Capacity building of partners’ staff with updates on training materials and technical knowhow.

Team management and Capacity Building

Line manage and coach MEAL staff members to ensure they fully understand outcomes which are expected of them, through Concern’s Performance Development Reviews system (PDR’s).

Build the capacity of the programme team in the collection and analysis of quantitative and qualitative data, including the organisation of training seminars.

Support the MEAL team members in producing workplans, follow up their tasks and the timely submission of deliverables. Ensure team members are aware of core Concern policies and procedures relevant to their work, and with the support of others, carry out regular briefings on these policies, including the Code of Conduct and its Associated policies, security management, accountability. Contribute to the implementation of these policies.

Others

Responsible for upholding and promoting Concern’s values, demonstrating leadership on workplace equality, diversity and inclusion, and role modelling a positive safeguarding ethos.

Required to actively participate in any emergency response as and when required.

Promotes the “Go Green” strategy of Concern Worldwide Liberia

Experience & Qualification:

This position demands a highly organised and dynamic individual with a demonstrated ability to achieve results in a demanding environment. Preference for a BA/BSc level degree in agriculture, sociology, development studies, social policy or a related subject, but consideration will be given to candidates with a related diploma degree and previous experience working at project level on MEAL.

At least 3 – 5 year experience in the design and management of MEAL systems, preferably with an INGO

Experience working in Liberia rural areas

A strong understanding of Gender mainstreaming

A background in project monitoring of Livelihood, WASH, Nutrition and Health programmes

Experience of working with Local partners and other stakeholders.

Knowledge of Core Humanitarian Standards, Sphere and Core Humanitarian Standards (CHS).

Strong interest in the application of Information and Communication Technology to MEAL

Previous experience in MEAL of humanitarian and development programmes and strong understanding of MEAL principles and processes, including reporting etc.

Strong facilitation and training skills with diverse audiences of NGO practitioners.

Ability to work effectively with, contribute to multidisciplinary teams, and provide team leadership as required.

Strong understanding of MEAL methodologies and data based decision

Demonstrable understanding and knowledge of inequality, rights related to development and emergency contexts, gender inequality, analysis and prevention and response to Gender Based Violence.

Computer literate with Microsoft Office, Outlook, Excel and Word.
