Job Title: MEAL Officer (x1)

Location: Grand Bassa County with frequent travel to Concern Worldwide program locations.

Reporting To: Program Coordinator-MEAL (Direct line manager) and Programme Manager Livelihood and Food Security-LIFE Responsible For: N/A

Contract duration: Fixed-Term (12 months)

Job Purpose: The M&E officer will be responsible for designing, implementing M&E activities of the Livelihoods, Innovation, Food Security and Entrepreneurship (LIFE) project, oversee the establishment of a functional and robust M&E system, and assist the program manager in preparing monthly/quarterly and annual reports on the project progress. She/he will be responsible in database design, data collection, analysis, and presentation and reporting. The M&E officer will also carry out regular field monitoring visits and learning sessions of program interventions with field teams. The M&E officer will liaise with the M&E team, PM and Area Manager in planning and conducting assessments/evaluation of the LIFE project and other projects as assigned. She/he will work closely with the MEAL team, Program director and system director to establish and manage a Complaint and Response Mechanism that facilitates beneficiaries/communities to register complaints and share feedback. The M&E officer will work in close collaboration with project team, M&E focal persons/department/divisions at national, county and health facility level.

Specific Responsibilities:

Development and maintaining a database for the LIFE project and organization M&E activities—baselines, assessments, reviews and evaluations— tracking their implementation where appropriate; Participating in the development of tools and guidelines for data collection, collation and reporting, for instance ensure that projects have clear MEAL plans, as well as tracking of total target population reach; Support to the development of the project Implementation Plan Coordinate data collection and monitor quality of data collected. This includes working with research partners where relevant to ensure they have the de-identified data needed for additional data collection and analysis in accordance with MEAL plans and data sharing agreements; Conduct data quality assessment to ensure that data reported is validated, is accurate and consistent while providing feedback as necessary to programme teams; Maintain an action tracker for the programme while ensuring that actions agreed upon from debrief meetings with program team are actioned; Support the implementation of processes to review the quality of program data, collection methods and the suitability of the existing data

for the provision of sound baseline information; Take an active role in ensuring program staffs are compliant in uploading DDG into necessary app systems and maintain such database systems.

Take an active role in ensuring the program data collection process is in full compliant with the Do No Harm (DNH) and Child Safeguarding principles and requirements; Conduct periodic Post Distribution monitoring and development of reports; Regular verification of program beneficiaries participating in program activities such trainings.

Monitoring

With support from the project coordinator, collect program field level information as required by Concern, donor and/or stakeholders and ensure compliance; Ensure the proper use of tracking tools, and the conscious use of data while respecting beneficiaries’ confidentiality rules, DNH and Child Safeguarding principles and requirements; Work closely with program team and partners to ensure that data related to the indicators they provide meet contractual commitments with Concern and donor requirements; Ensure quality control of data provided by program team and partners; Conduct back-checks and audits of monitoring data of Program indicators; Monitor the verification of data collected and reported by Program team and partners; Document findings from data quality audits and store in project files to ensure collective and sustainable access; Provide technical assistance to project staffs on the program information management system, proper data collection and record keeping; Support the project team and MEAL coordinator to update program M&E plan timely to ensure program staff is informed on status and quality of implementation;

Reviews & Evaluation

Suggest strategies to the project management to improve the effectiveness and efficiency of the; LIFE project through identification of bottlenecks and developing plans to minimize and eliminate such bottlenecks; Participate in National and county level multisector coordination platforms and periodic project reviews and ensure development the of reports; Participate in the activities related to the evaluation/impact studies of the different program components (baseline assessment, mid-term evaluation, final evaluation); Participate in the training of program teams, health facility staff and QI team on data collection, completeness, correctness, consistency and quality control; Organize data collection (qualitative and quantitative) of the program in the field and ensure the quality data is collected; Ensure action points are followed up and learning sessions organized; Work with M&E focal persons at national, county and health facility level to follow up on any data quality issues and ensure data completeness, correctness, and consistency; Support the implementation of processes to review the quality of existing project data, information collection methods and the suitability of the existing data for the provision of sound baseline information; Participate in Local Partnership review and learning sessions and provide relevant technical support.

Database management, Information Management and Reporting

Develop and regularly update the database for the life project; Ensure that the reporting system follows the monitoring and evaluation framework; Prepare reports on program monitoring and evaluation activities to inform monthly/quarterly reports to be submitted to the Program hierarchy; Prepare monthly/quarterly and annual reports on project progress based on DHMIS/CHMIS/HMIS and organization database.

Contribute to documenting lessons learned, best practices and success stories of the program for sharing with the Program hierarchy and various partners;

Experience & Qualification:

University Degree in M&E, Statistics, Social Sciences, Development Studies, or related field

Two years of related work experience in M&E in nutrition and health programs.

Experience in designing tools and strategies for data collection, analysis, and development of reports

Excellent computer skills, including proficiency in Microsoft Excel, Access, and Word;

Strong data collection, analysis, and report writing skills;

Familiarity with result framework analysis and M&E plan implementation;

Experience in conducting assessments;

Strong experience working with health facilities and community groups;

Good verbal communication skills in local languages and working knowledge of English;

Willingness to travel frequently to field sites.

Possessing a driver’s license and motorbike riding skills
