With funding from the Federal Ministry for Economic Cooperation and Development (BMZ) through Welthungerhilfe (WHH) Liberia, Serving Humanity for Empowerment and Development (SHED) and BASA Development Initiatives (BDI) are jointly implementing a 36-month project titled “Advancing Youth Economic Inclusion through Skills Training and Green Jobs in Liberia.” SHED serves as the lead implementing organization. The project aims to advance the economic inclusion and resilience of young people, particularly young women, in Bong, Margibi, Grand Cape Mount, and Nimba Counties by equipping them with market-relevant green skills and creating pathways to decent employment, sustainable entrepreneurship, and climate-resilient livelihoods.

1. JOB/POSITION DESCRIPTION

POSITION SUMMARY:

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will lead the development and implementation of the project’s MEAL system. The position will ensure that project performance is systematically measured, documented, analyzed, and used to improve implementation and demonstrate results to participants, partners, management, and donors.

KEY RESPONSIBILITIES

• Develop and maintain the project MEAL plan and indicator tracking framework.
• Develop appropriate data collection, monitoring, verification, and reporting tools.
• Monitor progress against project indicators, targets, milestones, and the logical framework.
• Conduct regular field monitoring visits and verify reported results.
• Ensure accurate, timely, complete, and reliable data collection and management.
• Ensure appropriate disaggregation of data by sex, age, disability, location, and other relevant characteristics.
• Maintain project databases and performance tracking systems.
• Support baseline, mid-term, endline, final evaluation, and other project assessments.
• Track youth participation in training, apprenticeships, employment, entrepreneurship, and GEIs.
• Monitor adoption and sustained use of clean cooking and lighting technologies.
• Track enterprise performance, market access, income and other relevant project outcomes.
• Conduct data quality assessments and recommend corrective actions.
• Establish and maintain appropriate feedback, complaints, and accountability mechanisms.
• Facilitate reflection, learning, and evidence-use sessions with project staff and partners.
• Document lessons learned, good practices, case studies, and success stories.
• Provide timely MEAL information to support project decision-making and adaptive management.

EDUCATION/ EXPERIENCE:

• Bachelor’s degree in Monitoring and Evaluation, Statistics, Development Studies, Social Sciences, Economics, Public Policy, or a related field.
• Training or professional qualification in monitoring and evaluation is an advantage.
• Minimum of 4–5 years of relevant experience in monitoring, evaluation, accountability, research, or programme quality.
• Experience developing and implementing MEAL systems for donor-funded projects.
• Experience with quantitative and qualitative data collection and analysis.
• Experience supporting baseline, endline, evaluation, and outcome monitoring processes.
• Experience using digital data collection platforms such as KoboToolbox, ODK, CommCare, or similar systems is desirable.
• Experience working on projects involving youth, livelihoods, employment, entrepreneurship, agriculture, climate resilience, or gender equality is an advantage.

SKILLS/COMPETENCIES

• Strong data analysis and interpretation skills.
• Excellent knowledge of results-based management and logical frameworks.
• Strong quantitative and qualitative research skills.
• Excellent report-writing and documentation skills.
• Ability to communicate technical findings to non-technical audiences.
• Good knowledge of Excel and statistical/data management software.
• Strong understanding of accountability and feedback mechanisms.
• Ability to work independently and collaboratively.
• Strong commitment to ethical data management, confidentiality, inclusion, and learning.
