Catholic Relief Services (CRS) in Liberia is seeking a consultant who can provide support to a range of program activities in Monitoring, Evaluation, Accountability, and Learning (MEAL) in line with CRS program quality principles and standards, donor guidelines, and industry best practices to a Country Program (CP) team to advance the delivery of high-quality programming to the poor and vulnerable. The advice, knowledge, and support should contribute to determining how effective, adaptive, and innovative CRS is across the globe.

The objective of the Scope of Work:

CRS Liberia currently has significant MEAL engagement with tight deadlines which require support from a well-knowledgeable MEAL Officer. The support staff/consultant is to support all MEAL-related activities for the various projects and upcoming projects. A consultant with the expertise and experience in working in MEAL-related fields is desirable.

Deliverables:

  • Update, and complete the MEAL manual for CRS’ private fund projects as well as donor funds.
  • Write the Terms of Reference for the upcoming baseline study for two projects.
  • Develop a questionnaire and survey tools (Commcare) for data collection.
  • Monitoring and engaging with two partners for data on a COIVID-19 vaccine uptake Project
  • Ensure quality of data and data management practices.
  • Provide technical leadership for analysis of MEAL data, both qualitative and quantitative.
  • Monthly compilation of project data and quarterly reporting to donor

CRS/Country Manager, Program Managers, Senior Project Officers, Project Officers, Technical Associate II- MEAL

Place of assignment: Monrovia, Liberia, and Travel to the field

Period of Performance: The total period of performance for the work to be accomplished in this SoW will begin July 18, 2022, and will run through August 31, 2022.

Qualifications:

  • Master’s Degree in Statistics, Sociology, or another relevant field that has significant quantitative and qualitative analysis. Methods course work required.
  • Minimum of three years of relevant work experience with progressive responsibilities, ideally with an international NGO, with a minimum of two years of relevant field-based experience in MEAL.
  • Knowledge of technical principles and concepts in MEAL. General knowledge of other related disciplines to ensure a proper cross-sectoral approach.
  • Knowledge of capacity strengthening best practices.
  • Experience with program monitoring and evaluation and analysis.
  • Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society Understanding of partnership principles.
  • Proficient in MS Office package (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, and knowledge-sharing networks.

Personal Skills

  • Strong Relationship management skills with the ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings.
  • Good strategic, analytical, problem-solving, and systems thinking skills with the capacity to see the big picture and the ability to make a sound judgment.
  • Good technical writing skills.
  • Presentation, facilitation, training, mentoring, and coaching skills.
  • Proactive, resourceful, and results-oriented.

Requirements:

  • Available to work 40 hours a week immediately beginning July 18, 2022.
  • This position is based in Monrovia with possible frequent travel to the potential intervention zones. Consultants should be ready to travel outside of Monrovia. Should Transport and Accommodation costs be needed, these costs will be directly paid for by CRS. For other additional eligible costs, the consultant will be required to submit actual receipts to CRS to receive reimbursement.
