Catholic Relief Service in Liberia is seeking a consultant who can provide support to a range of
program design and implementation issues in the area of Monitoring, Evaluation, Accountability
and Learning (MEAL) in line with Catholic Relief Services (CRS) program quality principles and
standards, donor guidelines and industry best practices to a Country Program (CP) teams to
advance the delivery of high- quality programming to the poor and vulnerable. The advice,
knowledge, and support should contribute to determining how effective, adaptive and innovative
CRS’ is across the globe.
Objective of the Scope of Work:
CRS Liberia currently does not have a MEAL MANAGER available within the country programming
staff to support all MEAL related activities for the various projects and upcoming projects. A
consultant with the expertise and experience in working in the MEAL related field is desirable.
Deliverables:
• Review, revise and facilitate SMILERS for each new Project that has been approved to
include those funded by CRS’ private funds as well as donor funds;
• Support revisions to the MEAL section of the USAID Youth Opportunity bid that CRS will
submit in April 2020;
• Monthly compilation of Connect 4 Peace project data and quarterly reporting to USAID;
• Ensures that each project follows MEAL Policies and Procedures
• Assists partners to ensure that they follow MPP
• Ensures quality of data and data management practices;
• Provides technical lead for analysis of MEAL data, qualitative and quantitative;

Key Working Relationships:
CRS/Liberia Country Representative, Head of Programming, Senior Project Officer for Youth
Livelihoods and Financial Inclusion, Senior Project Officer for Connect for Peace, Senior
Project Officer for BRICE and the Emergency Church.
Place of assignment: Monrovia, Liberia or with some occasional travel to the counties
where implementation is happening in Liberia.
Period of Performance: The total period of performance for the work to be accomplished
of this SoW will begin May 1, 2020 and will run through September 30, 2020.
Qualifications:
• Masters degree in Statistics, Sociology, or other relevant Field that has significant
quantitative and qualitative analysis Methods course work required.
• Minimum of three years relevant work experience with progressive responsibilities,
ideally with an international NGO, with minimum of two years relevant field-based
experience in MEAL.
• Knowledge of technical principles and concepts in MEAL. General knowledge of other
related disciplines to ensure proper cross-sectoral approach.
• Knowledge of capacity strengthening best practices.
• Experience with program monitoring and evaluation and analysis.
• Experience and skills in networking and relations with donors, peer organizations, and
faith-based and civil society partners. Understanding of partnership principles.
• Proficient in MS Office package (Excel, Word, PowerPoint), Web Conferencing
Applications, information and budget management systems, knowledge-sharing
networks
Personal Skills
• Strong Relationship management skills with ability to influence and get buy-in from
people not under direct supervision and to work with individuals in diverse geographical
and cultural settings
• Good strategic, analytical, problem-solving and systems thinking skills with capacity to
see the big picture and ability to make sound judgment
• Good technical writing skills
• Presentation, facilitation, training, mentoring, and coaching skills
• Proactive, resourceful and results-oriented
Requirements:
• Available to work approximately 40 hours a week immediately beginning May 1, 2020.
• This position is based in Monrovia with possible frequent travel to the potential
intervention zones. Consultant should be ready to travel outside of Monrovia. Should
Transport and Accommodation costs be needed, these costs will be directly paid for by
CRS. For other additional eligible costs, the consultant will be required to submit actual
receipts to CRS to receive reimbursement
