Media Communication and Outreach Manager
The Media Communications and Outreach Manager will support the timber industry and media to
contribute effectively to strengthening reforms made through Liberia’s VPA, embedding the long-term
sustainability of forest governance improvements and delivering equitable socio-economic benefits for the
sector.
The Media Communications and Outreach Manager will support an increase in quality, independent news
reporting on issues in the forest sector, in order to strengthen capacity among media and the public to hold
VPA stakeholders to account on their commitments.
Specifically, the consultant will:
Contribute to the management of the programme
• Co-develop the programme’s Theory of Change and strategy;
• Participate in management committee meetings for the VPA Technical Assistance Facility;
• Co-design and manage Technical Assistance assignments focussed on business development and
media support for VPA stakeholders;
• Support budgeting on interventions and activities under these workstreams, ensuring they meet
agreed standards and also exhibit the DFID value for money policy guidelines; and
• Manage, coach and mentor direct reports.
Support the development of small and medium sized enterprises in the Liberian timber industry
• Support enhanced entrepreneurial skills among community-based forest businesses and chainsaw
milling operators;
• Facilitate the formalization of chainsaw milling businesses in the domestic timber industry;
• Facilitate increased compliance of SMEs with regulations in the timber industry and VPA
commitments; and
• Assume technical management of programme delivery partners and consultants contributing to
business development objectives.
Support effective media coverage of forest governance issues in Liberia
• Design a strategy to foster long-term engagement by media in Liberian forest sector issues, including
the identification and trialling of opportunities for sustainable sources of finance;
• Collaborate with national media outlets and rural radio networks to facilitate the production of good
quality, regular independent reporting on forest governance issues in Liberia;
• Oversee the selection of, and support to, a national cadre of journalists specialised in forestry issues,
including the establishment of a mentoring programme;
• Establish and maintain a network of media outlets, journalists and community radio stations that will
be leveraged to gather and exchange news stories on local and national level issues in Liberia’s forest
sector; and
• Assume technical management of programme delivery partners and consultants contributing to media
support objectives.
• Fluent in written and spoken English.
Selection Criteria
BSc. or MA in Mass Communications, Sociology or other relevant discipline.
At least 5 years of professional work experience with three or more of it in Public Relations Position,
with demonstrated knowledge of tasks required for the role (as described above).
Experience working with government and international organizations as well as working with
Liberian journalists in relations to the VPA process is an added advantage.
