Background

The Liberia Civil Society Activity (CSA) is a five-year program funded by the United States Agency for International Development (USAID) and implemented by DAI Global, LLC (DAI). The Civil Society Activity aims to strengthen Liberians’ ability to advocate for policy reforms, policy implementation, and service delivery improvements through multi-stakeholder coalitions that build feedback loops among the GOL, CSOs, and citizens around reform priorities. The project provides opportunities for CSOs to build linkages with their peer groups and constituencies at national and subnational levels and use linkages to communicate reform achievements back to their constituencies and engage them in policy dialogue.

CSA has four complementary objectives:

  1. Strengthen linkages between CSOs with shared priorities to increase their impact 2. Enhance civil society’s ability as a conduit for information between constituents and officials 3. Enhance supported CSOs’ financial and organizational sustainability
  2. Make available ongoing capacity development services in the local market

Description of services

To date, CSA has issued Fixed Amount Award (FAA) grants to six health civil society coalition members operating in six counties Bong, Lofa, Nimba, Montserrado, Margibi, and Grand Bassa to create public awareness and increase transparency and accountability in the public health supply chain system, so that citizens understand that donated health products by the United States Government are free and not to be sold. CSA’s health coalition members are working on the following:

  1. Integration of Citizen Charters into Health Facility Development Committees 2. Drug Stock-out Mapping and Supply-Chain Advocacy

Given this, DAI is seeking an experienced media company or videographer to document monitoring and distribution activities implemented by CSA health coalition partners working to educate citizens about the

management of the supply chain, track irregularities, monitor distribution in communities, and engage in awareness activities on transparency and accountability in the public health supply chain system.

Tasks and Responsibilities

Activities to be carried out by media company or videographer Include:

  • Contractor will be responsible to film high quality snapshots and interviews of the health coalition’s monitoring and distribution of malaria medications and other donated medicines in the six counties, including community engagements, trainings, and all program activities for use in digital publications, social media, and for any other communication needs that may arise.
  • The contractor is also expected to work on LIVE virtual engagement videography assignments as required within each locality.
  • The contractor may be called upon to film other CSA engagements and activities during the contract (up to six activities)
  • The contractor will film interviews with 12 beneficiaries on the impact of the program
  1. Tasks and deliverables
  • The Contractor is to script and produce 10 videos: two-minute, five-minute and longer versions depending on requirements each (with subtitles in Simple Liberian English and voice over) highlighting success and impact stories of project activity. Contractor will work in consultation with CSA’s Communication Specialist in developing storyboard ideas, identifying best approaches to carry out video production. The contractor will meet with CSA staff, coalition members and other stakeholders that are involved in the project.
  • The videos shall comply with the CSA/USAID marking and branding plan, messaging, and style; and appeal to our target audiences, as identified in pre-production briefings by CSA’s Communication Specialist.
  • CSA’s Communication Specialist will work with the contractor to draft the script for voice-over and titling. The contractor is responsible for recording the voice and overlaying the recorded voice with the final visual recording, and/or designing and overlaying titles in English.
  • The contractor is required to deliver a digital final product optimized for the web and social media (low resolution) and as a DVD (high resolution). All logos and credits will be provided. The contractor should suggest original music that will enhance the final version.
  • The contractor is required to deliver two copies of the raw footage of each video, and two low resolution and two high resolution finished videos of each video within 30 days of filming. Videos are expected to be two-minute and five-minute versions or longer depending on requirements, as described above.
  • DAI Global LLC retains all ownership of raw and final footage.

Note: This scope of work is illustrative of a 50-day field & remote assignment, six CSA engagements as determined by CSA and 20 profile interviews with beneficiaries in targeted communities. The timeline will be adjusted to reflect the contractor’s availability, specific project timing, and overall project.

End of the Assignment:

At the end of the assignment, the contractor will provide exit debriefings for CSA.

Reporting:

The Videographer, and any staff member they may employ, reports to CSA’s Communication Specialist.

Qualifications

  • At least a bachelor’s degree in journalism or communication
  • At least five years’ experience in producing video documentary and communication materials for international organizations, civil society organizations and advocacy campaigns
  • Strong storytelling skills
  • Experience with USAID project preferred.
  • Ability to produce timely and high-quality reports.
