Job Title: Monitoring and Evaluation Director
Duty Station: Monrovia with travels in and out of Liberia
Reports to: Registrar/Executive Secretary, The Liberian Board for Nursing and Midwifery
The Liberian Board for Nursing and Midwifery (LBNM) envisions itself to be the ultimate
authority in regulating the nursing and midwifery professions in the Republic of Liberia and to
lead nursing and midwifery development to their highest level of excellence for the health and
safety of the public.

safety by providing reasonable assurance that the people who practice Nursing and Midwifery are
competent and ethical practitioners with the necessary knowledge and skills required by their titles
and roles.

The Liberian Board for Nursing and Midwifery (LBNM) is an entity of the Government of
Liberia working with partners and stakeholders in the Health Sector.
The Liberian Board for Nursing and Midwifery (LBNM) is in search of professional Liberian
Monitoring and Evaluation expert to join its’ team as Monitoring and Evaluation DIRECTOR.
Motivation:
The Liberian Board for Nursing and Midwifery carry out several Monitoring and Evaluation on
Nursing and Midwifery education, practice and projects, as part of the key functions of keeping
health workers and Nursing/Midwifery Institutions (Nurses & Midwives, Nursing and
Midwifery schools/Clinical sites) in touch with educational/clinical and practical standards and
code of ethics.
An appropriate M&E skill at the Liberian Board for Nursing and Midwifery will provide
evidence-based regulatory actions.
Job Descriptions for the M&E Director:
✓ Design and conduct knowledge and competency-based evaluations of ALL LBNM
projects
✓ Design and conduct knowledge and performance-based evaluations of ALL LBNM
training programs
✓ Train data collectors, data cleaning, and data entry staff on project, methods of
collection, cleaning and input, data preservation and data privacy
✓ Provide and document quality checks for data collection, data cleaning and data entry for
all of LBNM training programs and projects
✓ Support LBNM departments to respond to surveys, queries, reports and other data
request
✓ Track the performance of LBNM project activities, and outputs against
expected results and adjust implementation processes to ensure the project is
progressing towards the intended outcomes
✓ Track the performance of LBNM training programs and outputs against
accreditation standards to ensure that schools are progressing towards the intended
outcomes
✓ Maintain training programs dashboards for accreditation and quality assurance data
✓ Analyze the impact of projects and promote learning by documentation of best
practices
✓ Lead the development/refinement/adaptation of instruments for data collection, cleaning,
code books and relevant methods of documentation of the layout and definition of data
files, synthesis, reporting, and presentation
✓ Lead qualitative and quantitative data collection, analyses and reporting
✓ Conduct results-based Monitoring and Evaluation
✓ Identifies and support user-friendly ways to understand the data and data analyses
generated from programs and its relevance to programs goals
✓ Produce reports and articles and contribute to the production of reports and articles
based on training programs and projects implementation and performance
✓ Contributes to analytic plans and reports in proposals
✓ Handle all M&E aspects of all program reports
Selection Criteria
✓ A Bachelor’s degree in relevant field of social or computer sciences is required. A
Master’s Degree is preferred.
✓ At least two years of demonstrated experience in designing and leading complex M&E
systems, ideally with major multilateral donor proposal
✓ Demonstrated abilities in evaluation assessment techniques
✓ Strong familiarity with the principles and current approaches to Monitoring and
Evaluating health programs and conducting empirical data analyses from Institution and
health-settings.
✓ Strong quantitative and qualitative data analysis and management skills with both large
and small datasets
✓ Strong command of Excel and SPSS, proficiency in STATA, Epi-info and PowerPoint
✓ Familiarity with at least one qualitative data analysis software and integration of mixed
methods
✓ Ability to interpret and present statistical information
✓ Strong written, oral and electronic media-related communication skills
Skills and Experience:
The successful candidate will have at least two years of professional experience in M&E
activities with solid background in Governmental and/or Non-governmental organizations.
✓ Excellent Oral and written skills in English
✓ Good analytical, interpersonal and organizational skills
✓ Good training skills
