JOB SUMMARY:
The full-time Monitoring and Evaluation Specialist holds primary responsibility for implementation of the InfraWASH oversight Monrovia-based systems for M&E and knowledge management, including finalization and management of the Performance Monitoring Plan (PMP), and management of the InfraWASH oversight electronic Program Observation, Reporting, and Tracking (ePORT) system.
The M&E Specialist will ensure that data generated from activities and interventions are reliably, accurately, and timely collected. The M&E Specialist will be primarily responsible for training and auditing third party data collectors M&E systems, policies, procedures, templates, and forms. The M&E Specialist will provide on-site monitoring, oversight, and accountability of program activities.
He/She will be the project coordinator for UMS component that aims at putting the three WTP systems in the path of Financial Sustainability.
This position reports to CoP.
MAIN RESPONSIBILITIES AND TASKS:
General Duties and Responsibilities:
PMP Management
- Hold overall responsibility for implementation of InfraWASH oversight Performance Monitoring Plan (PMP) and its management.
- Coordinate with USAID and the Liberia Monitoring and Evaluation Program (L-MEP) as required to lead ongoing refinement of the PMP, indicators and associated targets; and
- Update ePORT electronic data collection forms to reflect changes to the PMP as necessary.
Data Collection
- Ensure the timely and accurate input of program data into InfraWASH oversight ePORT system.
- Meet with responsible staff on a weekly basis to determine data collection needs and requirements; and
- Assist with the collection of qualitative and quantitative data.
Data Management and Reporting
- Review data on the ePORT data management platform for completion, accuracy, and reliability.
- Verify that all project data have supporting documentation (for example, sign in sheets, photographs, and success stories with direct quotes from program beneficiaries).
- Reassign inaccurate/incomplete data to the data collector within 24 hours of submission.
- Ensure that all supporting hard copies of data documentation is filed by indicator in the M&E filing cabinet.
- Monthly produce success stories and lesson learned.
- Enter quarterly and annual data in the L-MEP PIDS;
- Assist in the generation of reports, graphics, maps, and other visual tools/aids that support program activities and results.
- Participate in client-directed data quality assessment (DQA) and preparation of report(s).
M&E Training
- Provide formal training to project staff on InfraWASH oversight M&E systems, policies, procedures, templates, and forms.
- Provide informal training as necessary.
- Assist the COP with client (USAID), stakeholder, and key decision-maker trainings and presentation on project activities and results.
- Undertake visits to project field sites to support implementation of M&E systems and identify needed improvements.
Special Studies and Assessments
- Assist in the development of annual and LOP work plans.
- Assist in providing concise, summarized reporting against indicators for reports as needed and requested.
- Assist with the design and implementation of special studies, such as annual household surveys, focus groups, and training evaluations.
ADDITIONAL RESPONSIBILITES:
- Provide overall coordination of the day-to-day activities of the new UMS component among stakeholders.
- Ensure additional indicators for the UMS component are collected, reviewed, and reported.
- Review reports from the sites in preparation for the Sustainable Monitoring Report (SMR).
- Determine if reports are efficiently submitted to LWSC, so that deliverables are submitted on time to USAID, and recommend correction measures, if needed.
- Maintain regular communications with USAID and LWSC representatives for reporting purposes.
- Support the LWSC M&E team to analyze results and submit the SMR to USAID within the stipulated time period.
- Support LSC with the monitoring of LWSC’s and P&T’s implementation of the business plan.
- Oversee LSC member involvement with preparing the monthly sustainability report, data collection and analysis, and measurement of key Sustainability Monitoring Indicators.
- Facilitate engagement between the LWSC Operators in Charge (OIC) and LWSC Monitoring and Evaluation Unit, in Monrovia, to confirm reporting is conducted in a timely and accurate manner, in accordance with performance contract requirements and the SMR.
- Supervise and mentor new staff personnel, including, specifically, the Assistant MEL Specialist
Other
- Perform other tasks as assigned by the Chief of Party (COP) and M&E Manager at HO
- In concert with InfraWASH oversight technical staff, ensure compliance with Liberia EPA and USAID environmental requirements, including the project Environmental Monitoring and Mitigation Plan (EMMP), local environmental permits, and any required reporting and documentation.
- Maintain regular quarterly communication with the Tetra Tech Home Office M&E Specialist.
- Review Tetra Tech’s M&E Project SharePoint site for M&E tips, tools, and guidelines on a regular basis
QUALIFICATIONS: (MINIMUM REQUIREMENTS)
EDUCATION: A University degree in Business Administration, IT, Engineering or similar, requiring statistical data analysis and reporting.
WORK EXPERIENCE: Must have at least five years experience conducting data collection and report writing.
Must have a minimum of five year’s experience with the majority of the tasks outlined above, preferably for a USAID contract
SKILLS: Must be computer literate (in Microsoft Office applications such as Excel, Word, PowerPoint, etc)
