Terms of Reference – Monitoring and Evaluation Officer
ZOA Liberia and the Angie Brooks International Centre (ABIC) hereby invite applications
from qualified candidates for the role of Monitoring and Evaluation for the following project
which is funded by the United Nations Peacebuilding Fund, ‘Sustainable and inclusive peace
in Liberia through promoting women leadership and participation in civic and political life
and their strengthened role in conflict resolution’.
1. Introduction and background of project
In January 2021, ZOA and the Angie Brooks International Centre (ABIC) commenced the
inception period of the following project: ‘Sustainable and inclusive peace in Liberia through
promoting women leadership and participation in civic and political life and their
strengthened role in conflict resolution’. This 18-months project is funded by the United
Nations Peacebuilding Fund under the Gender and Youth Promotion Initiative.
The project is taking place in the aftermath of the December 2020 mid-term Senatorial
Elections and the Constitutional Referendum, at the same time working towards the 2023
Presidential and Legislative elections. Target areas are Montserrado and Bong Counties. In
both counties, there are large inter-generational tensions, political marginalization and the
exclusion of women and youth from formal decision-making processes. ZOA and the ABIC
aim to promote women’s leadership and participation in civic and political life and their
strengthened role in conflict prevention and resolution among political actors. Through the
Women Situation Room (WSR) mechanism and basic Appreciative Inquiry (AI), the project
aims to enhance women’s capacity and agency within the political, civic and mediation spaces.
The project has two outcomes:
▪ Outcome 1: Women promote co-existence and peaceful conflict resolution among
political actors in the aftermath of the mid-term Senatorial Elections using the Women’s
Situation Room (WSR) mechanism;
▪ Outcome 2: Local authorities and traditional leaders have improved perceptions on and
increased commitment to women participation and leadership at local and county level.

security.
Terms of Reference
The M&E Officer(s) will be responsible for the timely monitoring, evaluation and reporting on
project results and the application of the Results Based Management (RBM) tools in project
management. The project will be implemented in Montserrado and Bong Counties for the next
18 months (January 2021 to June 2022).
Duties and Responsibilities
1. Design and Implement M&E Systems:
▪ Contribute to the project planning and ensure compliance of project deliverables
according to the required standards of ZOA-ABIC and the donor;
▪ Oversee data collection, collation, storage, analysis, and reporting, ensuring that data is of
high quality and data quality audit worthy,
▪ Design M&E tools, and implement monitoring and evaluation of the projects, as well as
ensure updated and high quality of regular reports to ZOA-ABIC and partners;
▪ Coordinate all external and internal evaluation processes, including drafting of M&E
tools and methodologies;
▪ Liaise with project team to collect and analyze data and to determine progress achieved.
2. Project Information Management
▪ Track project’s output and outcome level results on the periodic basis in close
coordination with project’s implementing team.
▪ Review and compile monitoring reports, project progress reports, evaluation reports, etc.
▪ Update and maintain the project database.

3. Capacity Development in M&E
▪ Facilitate knowledge sharing and networking on M&E-related focus areas.
▪ Provide technical support to staff members for all M&E related activities.
4. Quality Assurance
▪ Suggest strategies to the Project Management for improving the efficiency and
effectiveness of the project by identifying bottlenecks in completing project activities and
developing plans to minimize or eliminate such bottlenecks.
▪ Develop and maintain accurate information in a project database, as well as accurate and
timely electronic files on deliverables and best practices
▪ Undertake the quality control of project’s implementing strategies and approaches.
5. Reporting and Documentation
▪ Prepare the M&E periodic progress report and submit to supervisor.
▪ Work closely with the project to ensure that lessons learned from project evaluations are
documented properly.
6. General responsibility
▪ Prepare monitoring field visit plan and conduct monitoring visit as and when required.
▪ Work closely with the project team member and relevant stakeholders for monitoring and
evaluation of project interventions.
▪ Carry out other duties and responsibilities related to M&E as assigned by supervisor.
7. Education/Qualification
▪ Minimum of two years of professional experience in the development of M&E systems
and/or performance-based management of NGOs’ or international projects.
▪ Verified accomplishment in designing, implementing, and operating M&E systems from
project commencement to closeout stages is required.
▪ Fluency in written and oral English language is required.
