JOB LOCATION: MONROVIA, LIBERIA

JOB SUMMARY:

We are currently seeking qualified candidates for the position of Monitoring and Evaluation Officer, for the Meeting Targets and Maintaining Epidemic Control (EpiC) project in Liberia.

EpiC is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). In Liberia, the project provides technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, treatment programming and viral load (VL) suppression among key and vulnerable populations. Reporting to the Technical Advisor, Strategic Information, the M&E Officer will assist the Strategic Information Advisor in the implementation of monitoring and evaluation activities of the HIV program in Montserrado, Margibi and Grand Bassa Counties. Including the efforts to strengthen monitoring and evaluation systems and performance monitoring which may include building the capacity of community organizations to monitor, document and analyze the performance of their HIV services and activities and ensure data quality. This position is critical for quality programming and generation of evidence-based approaches to support at-risk adult men and women, key and vulnerable populations (KVP) and priority populations to be reached and linked to a variety of services along the HIV prevention, care and treatment

support cascade.

KEY RESPONSIBILITIES

  • Assist the Strategic Information Advisor to ensure overall goals and objectives of the EpiC are met. Promote collaboration on M&E events and issues with partner organizations and stakeholders Visit health facilities and partners to monitor and review M&E recording and reporting tools. Assist strategic information advisor to conduct data quality assessment in health facilities and partners.
  • Ensure health facilities and partners conduct routine data quality checks and reviews and monthly data verification.
  • Support the development of timely and accurate reports for EpiC HQ, USAID, the Liberian government, and other stakeholders as needed.

JOB DESCRIPTION

  • Assist the Strategic information team to prepare EpiC Implementation Plan and calendar especially as it relates to M&E events.
  • Adhere to project reporting procedures and schedules to ensure data is available for weekly, monthly, quarterly, semi-annual and annual reports.
  • Assist in capacity building of program staff and M&E Officers around M&E, including trainings, workshops and one-on-one support as needed
  • Coordinate the distribution of M&E tools (forms) and the collection of data for all indicators from all implementing partners.
  • Compile, review and finalize reports from health facilities and partners and submit to strategic advisor for approval.
  • Provide feedback to health facilities and partners based on review of reports and ensure correct and quality data are reported by health facilities and partners.
  • Analyze data and prepare reports as required for submission to the Strategic Information Advisor. Ensure information dissemination and coordination between EpiC, Partners and other staff around data, lessons learned, progress reports etc.
  • Contribute to and participate in project assessments and evaluations, including but not limited to building surveys and providing support in data analysis
  • Update project achievement in reporting database web-based portal.

MINIMUM QUALIFICATIONS:

  • Demonstrated knowledge of Liberia’s National AIDS Control Program (NACP) and current initiatives of the National AIDS Commission.
  • Demonstrated knowledge of Liberian health systems as well as international and local NGOs involved in the national response to HIV/AIDS.
  • Proven experience and/or knowledge of the PEPFAR Blueprint for key population programs and WHO and UNAIDS goals and strategies related to the 95–95–95 targets and the cascade for HIV prevention, diagnosis, care and treatment.
  • Demonstrated experience supporting local organizations in the implementation of public health and/or HIV programs in resource-challenged settings.
  • Ability to exchange information, present recommendations and collaborate with colleagues and peers within the EpiC project and possibly externally.
  • Understand the situational needs of key populations and have worked to support and implement activities to reduce violence, stigma and discrimination.
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations in Liberia.
  • Ability to meet deadlines with strong attention to consistency, detail, and quality. Ability to travel within country or region and internationally as needed.
  • Fluency in English.

MINIMUM REQUIREMENTS:

  • Minimum of a first degree in Public Health, Health Administration, Management Social Work, or Business Administration with a focus on public health, social sciences, or related field. JOB DESCRIPTION
  • At least 5 years of experience in management of HIV program or a USAID or PEPFAR-funded activity, including program planning, implementation, monitoring, reporting and data use Experience in providing assistance to local partners in monitoring and database systems, including DHIS-2
