TITLE: Monitoring and Evaluation Officer
LOCATION: Monrovia, Liberia, with frequent travel in rural areas where VOSIEDA has her activitiesJOB TYPE: Full Time (Initial six months, renewal based on performance)
ROLE PURPOSE

Under the supervision of the Program Director, the Monitoring and Evaluation Officer will develop and administer program and project activities related to VOSIEDA’s project. He/she shall undertake implementation, monitoring, evaluation, and reporting following the organization’s mandate. The M&E Officer shall ensure every project/program has its monitoring, expenditure, and evaluation plan. Monitor project/program outputs and outcomes. Ensure M & E for quality and timely implementation of projects under VOSIEDA’s environment program. Conduct regular meetings to assess the performances of all program unit and its staff.

 

The successful candidate must possess strong monitoring and evaluation skills, leadership skills, analytical and strategic thinking abilities, ability to multi-task, and superior interpersonal skills. The noteworthy M&E Officer should streamline Quality, ensure that reports and program activities are of quality.

ORGANIZATION BACKGROUND:

Founded in 2000, Volunteers for Sustainable Development in Africa (VOSIEDA) is a Liberian nonprofit and a network of development professionals working to promote prosperity, reduce extreme poverty, and strengthen peace and stability in Liberia and West Africa’s Mano River Union Basin region. VOSIEDA’s work focuses on saving the planet and fighting extreme poverty among women, youth, children, and other excluded groups. We advance community solutions to address development challenges and empower local people to care for nature that sustains all lives.

VOSIEDA works across five signature programs to empower and support local communities to promote sustainable development to end extreme poverty, its root causes, and consequences in Liberia and West Africa’s Mano River Basin region, including 1). Climate Change & Environmental Sustainability, 2) Food Security & Livelihoods Enhancement, 3) Women’s Empowerment & Gender Equality, 4) Governance & Social Development,

5) Media & Civic Society Strengthening.

KEY AREAS OF ACCOUNTABILITY:

MONITORING AND EVALUATION

· Develop and update the monitoring and evaluation system for VOSIEDA’s.

·

· Ensure every project/program has its monitoring, expenditure, and evaluation plan.

·

· Monitor project/program outputs and outcomes.

·

· Ensure M & E for quality and timely implementation of projects under VOSIEDA’s environment program.

·

· Conduct regular meetings to assess the performances of the Climate and environmental program unit and its staff.

·

· Capacity Building of Climate Change and Environmental Project Staff

·

· Conduct annual performance appraisal and training need assessment of program staff.

·

· Develop and recommend annual training/capacity-building plans based on program priorities.

·

· Facilitate program staff and project team leaders in Project Cycle Management, project proposal writing, and project report writing.

NETWORKING AND PARTNERSHIP BUILDING

  • Establish, develop, and maintain a network of contacts and good working relations with stakeholders, donors, and essential government partners, including relevant Ministries and related line agencies
  • Organize and facilitate stakeholder meetings in collaboration with relevant programs
  • Foster program partnerships and collaborations with relevant agencies
  • Administration and Management
  • Work closely with Administration and Finance on administration and finance matters such as budgets, development and revision of MOU, and agreements with partners and beneficiaries of VOSIEDA.

REPRESENT THE PROGRAM ON VOSIEDA MANAGEMENT TEAM

  • Participate in the tender along with Team Leader and tender committees.
  • Ensure compliance of programs/ projects to agreements, MOUs, and regulations.
  • Conduct review and quarterly assessment of Program Staffs’ performance and apprise recommendations to the VOSIEDA Management.
  • Endorse timesheet claims for program staff, researchers, and part-time professionals.
  • Support administration and Team Leader in the recruitment of program staff

QUALIFICATIONS AND EXPERIENCE

· A first degree in any field preferably in social science or environmental with a diploma or certificate in M&E.

· At least 5 years’ experience in M&E work in an NGO environment, including experience directing and implementing development programs M&E Plans, preferably with solid experience in more than one of VOSIEDA’s priority sectors indicated above.
