Background:
The purpose of the USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. In Liberia, GHSC-PSM performs work and provides technical assistance across all four task orders.
GHSC-PSM in Liberia supports country strategies and priorities that fall under the following project objectives:
- Global Commodity Procurement and Logistics
- Systems Strengthening Technical Assistance
- Global Collaboration to Improve Long-Term Availability of Health Commodities.
In Liberia, GHSC-PSM supports the Government of Liberia Ministry of Health via strategic collaborations with Family Health Department, Pharmacy Division, Supply Chain Management Unit, Central Medical Stores/National Drug Service, the National Malaria Control Program, National AIDS and STI Control Program, Liberia Medicines and Health Product Regulatory Authority, National Public Health Institute of Liberia, and other sectors of health program. In addition, GHSC-PSM partners the Global Fund Project Coordination Units, other Non-Governmental Organizations and implementing organizations that supports health service delivery and public health supply chain activities in the country. These collaborations are geared towards improving access to health services through a robust public health supply chain system in the country.
Objective:
The primary function of the Monitoring and Evaluation (M&E) Specialist(s) is to implement M&E activities across all Task Orders and support the continuously tracking of task order performance using the performance management plan (PMP). The position will support the Strategic Information Management team in developing program framework, plans and indicators to capture project performance results and provide accurate and timely monitoring, evaluation and reporting of all project activities within GHSC-PSM.
Principal Services and Responsibilities(Essential Functions)
As the M&E Specialist, the employee is responsible for the following principal services and responsibilities:
- Lead implementation of M&E work plan activities in coordination with other teams
- Lead the development and update of the Country Performance Management Plan, that is aligned with PSM Liberia goal and USAID Liberia Mission development objective.
- Coordinate the tracking of program indicators, measure performance against benchmark/targets and track trends of project performance.
- Identify source documents for new indicators and pattern of information flow and critical assumptions for meeting project deliverables.
- Lead performance review meetings, where performance trends and exceptions are discussed with technical leads, and corrective actions are identified. Lessons learned are also identified, along with potential risks project implementation, and associated preventive actions.
- Conduct capacity building for Government of Liberia staff on Performance Management to transfer requisite skills and imbibe the culture of performance management to strengthen supply chain management system within the government.
- Carry out data entry in Performance Indicators Database System (PIDs), DATIM and DevResults.
- Support all the Procurement Planning and Monitoring Reports – (PPMRs) data review and entry for Malaria, RH & HIV in collaboration with the Ministry of Health staff.
- Participate in the development, review and presentation of abstracts and success stories on project accomplishments.
- Support the development and implementation of electronic data management system including performance dashboard to track in country supply chain indicators and make use of the existing information technology tools in linking service statistics and commodity usage data.
- Lead efforts to ensure data used for decision making are of good quality through capacity building initiative at data collection and processing points.
- Ensure proper coordination and alignment of monitoring and evaluation activities to support the project execution and meet stakeholder’s expectation.
- Assist in the preparation of monthly, quarterly, semi-annual & annual narrative reports on activities implemented in all work areas. These reports should be particular focus on the impact of services provided by the project, recommendations, and adjustments to the project for more effectiveness.
- Carry out any other responsibilities as may be required by the Senior Technical Advisor, Strategic Information Management.
Required Skills and Qualifications
- Bachelor’s degree or equivalent in social sciences, health sciences, supply chain or related disciplines preferred; alternatively, must have equivalent experience in monitoring and evaluating project activities and outputs, in comparison to projective objectives.
- Minimum of five years’ work experience in USAID project implementation supervision and regulations.
- Work experience in M&E is required; experience in M&E with INGOs, preferred.
- Demonstrated experience in the implementation of surveys, interviews, and assessments is essential
- Demonstrated technical writing skills analytical and report writing skills are necessary with demonstrated understanding of qualitative and quantitative indicators.
- Must possess excellent skills in facilitation, teambuilding, and coordination; experience in training facilitation is a plus.
- Must possess strong problem solving and analytical skills with creative and ‘out-of-the-box’ thinking.
- Ability to manage multiple tasks, in stressful environments and meet deadlines.
- Ability to travel long hours in the field and work under pressure to meet targets.
- Ability to follow strict work requirements, procedures, and protocols with very high level of integrity and trustworthiness without compromises, irrespective of personalities.
- Demonstrated excellent verbal and written communication in English is required.
- Demonstrated excellent interpersonal skills with on teamwork and collaboration with ability to work in multi-cultural settings while remaining respectful of local traditions.
- Demonstrated experience with Microsoft Office suites (MS Word, MS Excel, PowerPoint etc.) required; experience working with database systems preferred.
- Must be a Liberian citizen or able work in Liberia work in Liberia without sponsorship.
Supervision:The M&E Specialist will report directly to the Senior Technical Advisor for Strategic Information Management.
