Catholic Relief Services has been working in Liberia since 1957 with current programmatic focus targeting health, nutrition, peacebuilding, and agriculture. CRS Liberia is beginning implementation as Principal Recipient (PR) of an 18-month Malaria and Resilient and Sustainable Systems for Health (RSSH) Grant funded by the Global Fund to fight AIDS, Tuberculosis and Malaria (Global Fund). CRS will draw on the agency’s global malaria, health systems strengthening and Global Fund expertise to oversee and strengthen vector control, malaria case management, prevention of malaria in pregnancy, health product management systems, health management information systems and M&E, human resources for health, and overall program management.

Job Summary:
The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer provides technical and strategic support to the CRS/Liberia Global Fund grant team and CRS partners in establishing and operationalizing effective MEAL systems and supports the development of integrated MEAL systems. S/he works closely with the MEAL Manager and other grant team members in conducting assessments, evaluations, and collection of monitoring data for the grant. The position works with the MEAL Manager to ensure compliance to MEAL Policies and Procedures for quality reporting as well as documentation of project achievements, success stories etc. The officer promotes data utilization by periodically producing tailor made data visualizations and dashboards for specific data users. The officer will supervise and provide training to 8 county focal points in field monitoring and data validation exercises. This person will support county level MEAL efforts to ensure timely and quality reporting of malaria data.

Roles and Key Responsibilities:
• Support the development, testing, adaption, and roll-out of program-level MEAL systems, including performance monitoring plans (PMP), performance indicator reference sheets (PIR), indicator performance tracking table (IPTT), data collection instruments, data and reporting flow maps, feedback and response mechanisms (FRM), and detailed implementation plan (DIP).
• Support the development of new or adapt/test existing MEAL technical guidelines, frameworks, standard operating procedures, data collection tools, and databases for health programming including HMIS.
• Support county focal persons to monitor MEAL activities and ensure timely reporting of malaria for PF reporting. Identify challenges at the facility and county level and provide solutions to ensure consistent and timely reporting. Train county focal persons on utilization of DHIS2.
• Work closely with the Ministry of Health’s in the implementation of HMIS and DHIS2 activities. Provide technical guidance on challenges.
• Support the coordination and implementation of all assigned MEAL project activities as outlined in the detailed implementation plan in line with CRS MEAL quality principles and standards, Global Fund requirements, and good practices.
• Support tracking and monitoring of tracer medicines utilizing the DHI2 and LMIS. Use data to identify gaps on the availability drugs and report to the MEAL manager identified stock-outs at the last mile in a timely manner.
• Support accountability through coordinating project evaluation activities and assisting partners in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with local partner(s) to prepare reports per established reporting schedule.
• Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices.
• Collect and disseminate related information and resources to CRS staff and partners and assist with organization, design and coordination of training workshops to support capacity building efforts. Identify new approaches and methods for online learning.
• Contribute to the learning agenda by researching and analyzing information, conducting literature reviews, mappings or information gathering from various internal and external sources on assigned topics. Coordinate maintenance of virtual resource and documentation databases.

Basic Qualifications
• Bachelor’s degree in social sciences with emphasis in public health, computer sciences, statistics or another development related-field. Master’s degree preferred.
• At least three years of professional experience implementing MEAL for programs related to public health programming. Experience with Global Fund programs is an added advantage.
• Management experienced desired.
• Demonstrated skills in MEAL design with previous experience in application of quantitative and qualitative research methodologies.
• Demonstratable computer literacy in MS Office – Excel, Power Point, Access and Word, SPSS, STATA. Or any other statistical packages.
• Ability and proven experience transferring knowledge through formal and informal training.

Required Languages – English

Travel – Must be willing and able to travel up to 50%.

Key Working Relationships:
Internal: GF Malaria Project staff (Chief of Party I, Technical Advisor II – MEAL, Malaria Technical Advisor, Procurement and Supply Chain Manager, and Finance Manager), GF Support Unit, programs and operations management teams, and regional and HQ health and malaria technical advisors.

External: National and local MoH, LCM, partners, other GF Principal Recipients for the HIV/AIDS and Tuberculosis grants, and health consortia.
