Liberia’s private sector holds significant potential for driving economic growth, decent job creation, and poverty reduction. However, this potential remains untapped due to structural weaknesses in economic governance, a challenging business environment, and an unfavourable investment climate. These systemic constraints, combined with underdeveloped value chains in the cassava, fisheries, and wood sector, limit opportunities for inclusive and sustainable economic transformation.
At the same time, these issues present clear entry points for targeted interventions under this Action, aiming to improve economic conditions, strengthen key value chains, and support private sector growth and create the business environment and investment climate in which they can flourish.
The Overall Objective of the Action is to contribute to increase the competitiveness, inclusivity and environmental sustainability of cassava, fisheries and wood processing value chains for enhanced decent job creation, economic growth, and competitiveness of Liberian MSMEs. The Action also takes into consideration strategic approaches aimed at addressing structural barriers to decent work opportunities for all Liberians, including Persons with Disabilities (PWDs), thereby facilitating their active involvement and contribution to Liberia’s labour market.
The Specific Objective (outcome) of the Action aims to ensure that MSMEs, with a focus on enterprises owned by women, youth and persons with disabilities, within the three targeted value chains increase their productivity and production quality so they can offer decent and inclusive job conditions while committing to environmental sustainability standards. However, this may occur only if the general ecosystem, including access to skills and business development services, is improved, therefore requiring policy dialogue at all stages of project implementation, involving the public and private sector, and EU and Liberian MSMEs.
The project will focus on the two main areas of intervention and the related challenges: private sector development and value chain development (cassava, fisheries and wood).
Three components for the implementation of the Action have been defined as follows:
• Component 1: Improved regulatory frameworks through PPD, including a high level policy dialogue platform, and Institutional Capacity Development for a more conducive business and investment climate in line with sustainable and inclusive international standards.
• Component 2: Improved skills of MSMEs within the three target value chains, with particular emphasis on enterprises owned by women, youth and persons with disabilities.
• Component 3: Enhanced capacity of national stakeholders for creating employment and improved access to decent work opportunities for all, including marginalised groups (youth, women and persons with disabilities) for better skills, livelihoods and workplace accountability in line with International Labour Standards.
The Action is financed by the European Union and will be co-implemented by Expertise France and the International Labour Organisation (ILO).
Placed under the direct supervision of the Project Manager, the Monitoring, Evaluation, Accountability and Learning (MEAL) Manager will be responsible for developing, implementing, and coordinating the MEAL strategy for PSD Liberia activities and outputs. The role includes identifying areas for improvement, tracking progress, and measuring outcomes.
As consortium leader, Expertise France will consolidate monitoring and evaluation (M&E) inputs from EF, the International Labour Organization (ILO), and their respective implementing partners. The MEAL Manager will work closely with the ILO Monitoring and Evaluation Expert and other partners to ensure alignment, particularly in establishing the monitoring system and coordinating reporting to the European Union (EU).
1. Monitoring, Evaluation, Accountability and Learning (MEAL)
• Develop, implement, and manage the project’s MEAL framework and system, including the Theory of Change, logical framework, MEAL plan, indicator tracking tools, and internal monitoring processes.
• Lead the design and implementation of the project baseline study and contribute to periodic assessments throughout the project lifecycle.
• Review and refine the project logframe and Theory of Change during the project inception phase by facilitating participatory workshops in coordination with headquarters and the project team.
• Design and implement qualitative and quantitative data collection tools and methodologies to ensure reliable and relevant data collection.
• Establish and maintain a robust data management system to ensure data quality, integrity, confidentiality, and accessibility.
• Conduct regular monitoring of project performance indicators and analyze results to support evidence-based decision-making and adaptive project management.
• Conduct Data Quality Assessments (DQAs) and ensure compliance with donor monitoring and reporting standards.
• Coordinate external evaluations (mid-term and final) in line with the MEAL plan, including drafting Terms of Reference, coordinating consultants, and supporting evaluation processes.
• Contribute to the preparation of donor reports, progress updates, and analytical summaries highlighting project achievements, challenges, and lessons learned.
2. Accountability and Beneficiary Feedback
• Establish and manage mechanisms that promote beneficiary participation and accountability, including consultations, feedback channels, and complaints-response mechanisms.
• Ensure that feedback and grievance mechanisms are accessible, inclusive, and gender-sensitive.
• Systematically collect, analyze, and integrate beneficiary feedback into project implementation and adjustments.
• Promote transparency by ensuring stakeholders are informed about project objectives, activities, and results.
3. Learning and Knowledge Management
• Coordinate learning processes by drafting Terms of Reference, organizing and facilitating learning workshops, contributing to framing sessions, Steering Committee meetings and Technical coordination meetings, and liaising with consultants.
• Facilitate periodic reflection sessions with project teams to assess progress, identify challenges, and inform adaptive management.
• Document and disseminate lessons learned, best practices, and evaluation findings through knowledge products such as learning briefs, case studies, and practical reports.
• Promote knowledge sharing within the project team and with partners and stakeholders.
4. Capacity Building
• Train and mentor project staff on MEAL tools, methodologies, and processes to ensure effective implementation of the MEAL system.
• Strengthen the monitoring and evaluation capacities of local partners, particularly in tracking key project indicators, data collection, analysis, and reporting.
• Support partners and team members in using monitoring data to inform programmatic decision-making and continuous project improvement.
• Master’s degree or equivalent in Social Sciences, International Development, Project Management, Statistics, or related fields.
· Strong knowledge of monitoring, evaluation, accountability and learning methodologies and tools.
· Excellent analytical and reporting skills.
• Proficiency in data management tools and software (Kobo, Survey CTO, Stata, SPSS, PowerBi…)
· Fluent English (both written and spoken); knowledge of French is an asset.
· Excellent interpersonal skills, ability to work in multicultural teams, and in collaboration with consultants.
· Autonomy, proactivity, and adaptability to challenging environments.
· Proven experience in setting up and managing complex MEAL systems in compliance with donor requirements (EU, AFD, etc.) and international MEAL standards
· Experience in capacity building and working with international and local partners.
• Minimum 5 years of relevant experience in MEAL within international development projects, preferably in West Africa or fragile contexts
• Demonstrated experience in developing MEAL systems and tools
• Previous experience in working on EU funding would be a strong asset
• Experience in a difficult context would be an asset;
• Knowledge of Liberia, or experience in similar contexts would be an asset.
· Based in Liberia with regular travel to project sites.
