Job Description

The IRC has worked in Liberia since 1996 and is one of the largest humanitarian actors in the country. Guided by its 2015 – 2020 Strategic Action Plan, the IRC implements innovative health, women’s and child protection and empowerment projects in Nimba, Lofa, Bong, and Montserrado counties. The IRC has also implemented projects in Maryland, River Gee, Grand Bassa and Margibi counties.

The IRC is currently leading the USAID Partnership for Advancing Community Based Services (PACS) Activity in Bong, Lofa, and Nimba counties of Liberia. This integrated community health, water, sanitation and hygiene (WASH) activity was designed to provide technical and operational support to the Government of Liberia’s Ministry of Health (MOH), Ministry of Public Works (MPW), and Ministry of Gender, Child and Social Protection (MOGCSP) as well as civil society organizations (CSOs) to deliver high quality community health and social welfare services.

The anticipated USAID Community Health Activity will build upon the successes of USAID PACS and support the Government of Liberia’s advancement towards self-reliance. The anticipated overall objective of this investment is to support a robust community based program including the scale up of the National CHA Program (NCHAP) for the delivery of efficient, responsive, equitable, and quality health services for improved access and health status for Liberians.

The IRC is seeking a Senior Monitoring, Evaluation and Learning (MEL) Advisor for this anticipated four-year project. The MEL Advisor will develop and oversee the monitoring, evaluation and learning system across all project components and will be based in Liberia’s capital, Monrovia.

SCOPE OF WORK:

As the Senior MEL Advisor, you will apply relevant skills and experience to provide technical leadership, oversight and strategic direction for MEL activities in accordance with IRC, USAID and international best practice. The position will define a framework with plans and indicators to measure progress against results and effectively monitor, evaluate and report on project activities, and to document and use project learning. You will work in close coordination with the Chief of Party, the Deputy Chief of Party, and other technical staff to ensure that relevant data is collected, analyzed and used to inform management and program design decisions. You will lead the design, implementation and analysis of program regular monitoring, baseline, midline, endline evaluations, ensuring that appropriate strategies and methodologies are followed for collection, compilation and storage of data. In some cases, you may lead collaborations with third-party evaluators. In coordination with other program staff, you will assist with the preparation of consolidated reports, including concise narratives and relevant tables, graphs, and other visualizations to demonstrate progress against results and outcomes. Through your leadership, you will provide technical oversight and support to program staff and contribute to building the capacity of the program team for MEL. You will work collaboratively with other partners to implement the project MEL plan.

This position reports to the Chief of Party. It is contingent on the IRC being awarded funding, which we anticipate to begin in October 2020.

Qualifications

• Minimum of five years of increasingly responsible experience in designing, implementing and managing MEL for large and complex, multi-partner, multi-year international health sector development projects;
• Five years experience in designing and leading complex M&E programs including understanding the various MOH information systems and how they work at the different levels of the health system
• Bachelor’s degree in a relevant field required, master’s degree preferred;
• Technical skills in MEL, including experience with large-scale data collection and analysis;
• Strong knowledge of USAID Monitoring, Evaluation, Research, and Learning (MERL) frameworks, regulations, compliance and reporting requirements;
• Strong skills with computer software programs that enable efficient and effective data collection, storage, analysis and graphic representation of results (e.g., ONA, SurveyCTO, SPSS, STATA, SPSS, Power BI, etc.);
• Excellent diplomacy skills and a proven ability to coordinate well with diverse individuals and teams with varying levels of skills and expertise;
• Strong written, oral presentation and facilitation skills in English required;
• Previous work experience as a USAID MEL Advisor on a similarly sized project in Africa, field experience in Liberia is a plus; familiarity and experience with CLA approaches is a plus; and
• Willingness to travel within Liberia (remote settings) and internationally as needed,
