Liberia Civil Society Activity
Monitoring, Evaluation and Learning (MEL) Assistant
The USAID/Liberia Civil Society activity (CSA) aims to strengthen Liberian Civil Society Organizations (CSOs) to more effectively engage their constituents (citizens), contribute to decision-making processes, and oversee government actions. The purpose of this activity is to: strengthen Liberians’ ability to advocate for policy reforms, policy implementation, and service delivery through multi-stakeholder coalitions that build feedback loops among government, CSOs, and citizens.
Position Description:
The Monitoring, Evaluation, and Learning (MEL) Assistant, under the guidance of the MEL Director, will work closely with the MEL officer to support the MEL unit in the implementation of all M&E and learning activities, including tools review and updating, data collection, monitoring, and reporting, and providing cross-cutting support as needed.
Responsibilities:
■ Support the execution of the M&E strategy and activities, ensuring interventions are rooted in the local context and serve as learning platforms for future interventions.
■ Work closely with the MEL officer to ensure the strategic and functional integration of all MEL activities as well as active collaboration with coalition and CSO partners, other implementers, and local counterparts.
■ Support the MEL officer in leading data management activities, provide technical direction and support to the local implementing partners in the data management process, and ensure quality results for reporting.
■ Support the MEL unit adaptive systems approach and facilitate reviews of whether initiatives, once launched, are achieving expected results.
■ Responsible for quality assurance, aggregating data, identifying key themes and challenges or opportunities to respond to, and presenting these to the MEL officer for review and decision on how to respond.
■ Verify data, conduct audits of collection procedures, and perform data quality checks.
■ Support the design of all training or workshop materials
■ Support M&E training of staff and assist in cultivating a culture of learning.
■ Undertake regular field visits to assist field staff with data reporting issues
■ Ensure office cooperation with internal/external data quality assessments and that activity information is shared in a timely and appropriate manner.
■ Compile and share weekly tabular and narrative updates on MEL engagements.
■ Support program field staff and CSO partners in the collection of activity- and output-level monitoring data during activity implementation.

■ Support to ensure protection and gender sensitivity in all activities of the program
■ Undertaking other additional tasks assigned by the supervisor
Reports to: MEL Officer
Minimum Qualifications:
■ Bachelor’s level degree in finance, business administration, public administration, economics, or other relevant field is required.
■ Strong data collection and analysis skills.
■ Excellent verbal and written communication skills in English.
■ Previous work experience in Liberia/West Africa preferred.
