LIBERIA ACCOUNTABILITY AND VOICE INITIATIVE (LAVI)
Monitoring, Evaluation, and Learning (MEL) Specialist
1. PROJECT BACKGROUND: The Liberia Accountability and Voice Initiative (LAVI) is a five-year, USAID-funded project to
strengthen multi-stakeholder partnerships to advocate for and monitor policy and accountability reforms. It aims to
increase the influence of citizens and media in the governance of public goods and services, as well as to create more
effective, accountable, and inclusive governance in Liberia. Under LAVI, the Monitoring, Evaluation and Learning (MEL)
team is responsible for the technical implementation of the Project’s Component 4. The MEL team also has full
responsibility for the monitoring and verification of all the activities implemented by Components 1 to 3 of the project,
and project reporting.

3. ASSIGNMENT DURATION: 10 Months
4. REPORTING AND SUPERVISION: Reports to the MEL Director
5. OBJECTIVE: The Monitoring, Evaluation, and Learning (MEL) Specialist will support the monitoring, evaluation, and
learning activities and data quality assurance for LAVI under the supervision of the MEL Director. The MEL
Specialist will also work on the Project’s learning component – implementing internal and external LAVI learning
activities that generate, capture, and share advocacy best-practices and information.
6. TASKS AND RESPONSIBILITIES- M&E:
• Contribute to the development, implementation, and review of MEL system of the USAID/ Liberia
Accountability and Voice Initiative (LAVI) Program.
• Supervise ongoing M&E data collection in compliance with the LAVI Activity Monitoring and Evaluation Plan
(AMEP) and USAID requirements.
• Write draft reports to support the MEL Director to deliver progress reports on a weekly, monthly, quarterly,
annual, and on ad hoc basis.
• Support the MEL Director undertakes periodic reviews of the Performance Management Plan (PMP) and
performance indicators to ensure that the M&E procedures are responsive to the project activities.
• Conduct regular data quality assessments under the direction of the MEL Director ensuring compliance with
AMEP requirements, adequate documentation of all MEL data, and remediation of any deficiencies.
• Work with partners and teams to review and monitor project-based M&E plans to track results or fill
identified gaps in current M&E plans and outputs.
• Provide MEL technical support and training to project partners and staff to improve data collection and
reporting.
• Supervise, train, and coach all Field Based Monitoring Consultants (FBMCs) to ensure they assist grantees
to collect project data using standardized data collection tools, carry out project quality monitoring visits,
submit weekly reports, assist in collecting success stories from identified sample of trainees/beneficiaries,
and provide logistical support to LAVI in the Counties.
• Perform other duties as assigned by supervisor.
TASKS AND RESPONSIBILITIES – Learning
• Support the MEL Director in capturing, saving, and sharing programmatic lessons-learned.
• Ensure LAVI lessons-learned and documents produced by coalition and government partners are posted on
the Learning Lab website
• Design innovative learning and knowledge sharing activities to improve collaborative advocacy together
with LAVI staff and partners,

• Coordinate with LAVI staff and partners to implement learning events and support the capture and
dissemination of knowledge and lessons learned within the project and among project partners, and help
build lessons learned into project activities.
• Develop and facilitate LAVI staff learning and knowledge sharing activities to enhance collaboration.
• Draft learning reports that capture lessons learned from LAVI’s work in order to inform the work of the
partners and the project.
7. REPORTING AND SUPERVISION:
• Reports to the MEL Director
• Supervises the LAVI’s Field Based Monitoring Consultants (FBMCs)
8. QUALIFICATIONS & COMPETENCIES
• Seven years of mid- to senior-level experience in monitoring and evaluation
• Experience conducting knowledge management and dissemination activities on similar programs,
preferably USAID-funded
• Demonstrated monitoring and evaluation capabilities in methodologies appropriate to complex change
processes and capacity development
• Demonstrated experience with data quality assessments and data audits
• Demonstrated experience in data management using MS Excel
• Experience training local partners and staff in MEL initiatives
• Familiarity with knowledge management and learning best practices
• Master’s degree is preferred, and Bachelor’s degree in a related field required.
• Good working knowledge of English and fluency in written and spoken.
