LINC is preparing to respond to a new USAID funding opportunity, the five-year Liberia Data,
Evaluation, Learning, and Technical Assistance (DELTA) activity. DELTA will support
USAID/Liberia mission teams to allow agility and adaptability in the dynamic development
context in Liberia, produce data-driven analyses to inform activity design and implementation,
maintain a performance management system, and support data calls and reporting
requirements that demand rapid assimilation and synthesis of various data points.
LINC is recruiting for several positions, described below. Liberian nationals are strongly
encouraged to apply.
Monitoring, Evaluation and Learning (MEL) Specialist
Responsibilities: Coordinate MEL documentation with Liberian stakeholder organizations and
other USAID projects. Develop and review activity workplans and MEL plans. Refine, analyze,
and report on performance indicators. Conduct data quality assessments, targeted research,
and evaluations. Provide technical assistance and training to other USAID projects in MEL plan
development, monitoring systems and processes, and various research, data collection, and
reporting practices.
Requirements: University degree in a relevant field. A minimum of 8 years of technical
experience in monitoring, evaluation, and learning. Advanced research skills, including data
quality oversight, qualitative and quantitative analytical methods, and authoring evaluation
reports. Excellent planning, management, and communication skills, and an ability to work in
teams. Previous experience implementing USAID or donor-funded projects strongly preferred.
Experience delivering training and technical assistance on MEL topics to local organizations is a
plus. Able to travel throughout Liberia, as needed.
