Summary of Role The MEL Officer is responsible to facilitate assessment of project impact and
recommend appropriate adjustments to ensure that programs’ milestones and
outcomes are achieved and documenting lessons learned, impact stories and best
practices.
Overview of
Responsibilities
The Monitoring, Evaluation and Learning Officer (MEL Officer) will be responsible for
continually informing program implementers and managers on the status, effects, and
impact of AAL’s interventions; and helping to design, and execute baseline and other
assessments/surveys and AAL’s MEL framework including participatory review and
reflection processes. The MEL Officer will work with program staff and partners to
ensure compliance and accountability for target groups, communities and other
stakeholders.
Program Planning
& Implementation
 Participate in the development of the MEL Framework for monitoring, program
assessment, tracking results and evaluation guidelines.
 Participate in the development of M&E guidelines, methods, formats, procedures
and criteria.
 Participate actively in project baseline, research and other related activities at all
levels
 Work closely with AAL’s Communication Officer and Campaign and Advocacy
Manager to ensure messaging is supported by timely evidence from ongoing
programs and results.

Program Quality,
Learning & Impact
 In collaboration with the Program Quality, Learning and Impact Manager (PQLI
Manager) to prepare monitoring, reviews and evaluations work plans and ensure
ongoing activities are in adherence to project work plan.
 Responsible for the day-to-day monitoring and program delivery
 Document successful human interest stories
 Organize and facilitate periodic reviews and appraisal aimed at stock-taking and
quality control and make recommendations for the improvement of program
performance.
 Conduct joint monitoring exercises, learning dialogues and evaluation activities
with supervision from the PQLI Manager
 Prepare and submit regular monthly and quarterly monitoring, reviews and
evaluation reports on project to the Program Manager and PQLI Manager
 Participate in M&E team meetings and perform other tasks that may be required
by the Program Manager, PQLI Manager and Head of Programs & Policy
 Design with communities and partner organizations adequate participatory
monitoring and impact assessment tools and systems
 Systematically document issues affecting women and girls for advocacy at key

Education,
Language &
Qualifications
 Minimum Bachelor Degree in Social Sciences, development work, or related field.
 At least three years of experience in program implementation or monitoring, with
professional knowledge of Women and Girls’ rights, Sexual and Reproductive
Health programs and Sexual & Gender Based Violence (SGBV).
 Must have proven knowledge and experience in the application of participatory
methodologies and processes; data collection and data analysis tools/
methodologies
 Good English language writing skills: communicating effectively in writing as
appropriate for the needs of the audience.

 Understanding of the result based management framework
 Familiarity with MEL tools with knowledge of applying them; feminist research
methodologies preferred.
 Ability to effectively interview and solicit information from individuals with varying
educational and socio-economic backgrounds and levels, as well as ethnic and
linguistic backgrounds.
 Ability to work in a multicultural context/environment, engage in social justice
activism/advocacy and demonstrate innovative practices
 Understanding of Women Rights issues in the Liberian context.
 Good complex problem solving skills and critical thinking skills: using logic and
reasoning to identify the strengths and weaknesses of alternative solutions,
