Terms of Reference
Position: Monitoring, Evaluation and Program Support Officer
Integrated Justice Systems International (IJSI), a Tetra Tech Company implements Criminal
Justice Program Support, a program which provides Law Enforcement, Justice, and Corrections
Advisors to mentor and advise a self-sufficient Government of Liberia (GOL) and its Ministry of
Justice (MOJ), Liberian National Police (LNP), the Judiciary, and other civilian security and
justice-sector entities.
IJSI is looking to hire Monitoring, Evaluation and Program Support Officer to support its
monitoring, evaluation, reporting and program implementation efforts. The position is based in
Monrovia, Liberia.
Key Roles and Responsibilities:
1. Routine update M&E systems (Compiled Indicators Sheets, Performance Indicators
Target Tracker, Bi-annual Newsletter) for the purpose of informing program activities
performance.
2. Ensuring high quality of data and program’s outputs through maintaining an effective
filing system and management of records, data and reports files.
3. Provide technical expertise and guidance to program Advisors to ensure high level of
understanding of program’s objectives, indicators and compliance with program’s M&E
guides.
4. Coordinate monthly, quarterly and other program’s reports by maintaining regular and
clear communication with In-Country Program Manager (PM) and Deputy Program
Manager (DPM), and program Advisors on reporting and M&E requirements, hence
guarantee both quality and timelines of deliverables.
5. Review, edit and consolidate Advisor’s monthly summary reports and indicator’s updates
and compile it into the program monthly report template.
6. Work closely with PM, DPM, and Advisors in identifying and compiling quarterly
program achievements against the program’s objectives and performance indicators.
7. Assist with all external evaluation process, including ensuring availability of required
documents to evaluators, assist in coordinating interviews with selected
respondents/counterparts and disseminating evaluation results.
8. Working with Program Office Administrator to provide support to Advisor’s on
preparation of training participants documents for LEAHY/INL vetting.
9. Other tasks to support the program as assigned by PM and DPM.
Qualifications and Skills
• A minimum of four (4) years of experience in the fields of program management, M&E and
Reporting. Proven direct experience in Report Writing will be an added value.
• Master’s degree in a relevant field, or a relevant bachelor’s degree with over six (6) years of
working experience.
• Experience with monitoring and evaluation concepts and principles highly desired.
• Demonstrated high level written and verbal communication skills in English language.
• Experience working with international development partners, international non-governmental
organizations.
• High level of professionalism, self-motivated, integrity, organizational skills, adaptability and
ability to work with a team.
