SCOPE OF WORK
LIBERIA REVENUE GENERATION FOR GOVERNANCE AND GROWTH
(RG3)
MONITORING, EVALUATION, AND COMMUNICATIONS SPECIALIST
PROJECT BACKGROUND:
The Revenue Generation for Governance and Growth (RG3) project will build the capacity of
targeted Government of Liberia (GOL) institutions, particularly the Ministry of Finance and
Development Planning (MFDP) and the Liberia Revenue Authority (LRA), to improve
domestic revenue mobilization in Liberia. RG3 will support MFDP to develop the capacity to
formulate sound, predictable, and fair revenue policies. It will also support the LRA to
enhance its ability to effectively, efficiently, and transparently implement those policies and
carry out its revenue collection mandate. Lastly, it will work with the GOL, private sector,
and civil society to strengthen consultation, education, and engagement on taxes and their
benefits with an aim to building tax morale, increasing voluntary compliance, and fostering
greater trust between taxpayers and the government.
Purpose:
The ME&C Specialist is responsible for monitoring and evaluation as well as project
communications. He will also monitor project training activities.
Responsibilities and Key Tasks:
• Develop, maintain and monitor RG3 M&E plan
• Submit deliverables to the USAID Development Experience Clearinghouse (DEC)
• Enter M&E data into the USAID/Liberia Performance Indicators Database System (PIDS)
and Development Data Library (DDL)
• Provide trainings, including to RG3 staff, in USAID and RG3’s monitoring and evaluation
(M&E) methodologies
• Help prepare and facilitate RG3 training programs
• Maintain USAID train net records.
• Prepare monthly newsletter articles and project success stories as per USAID requirements.
• Develop project communication plans
• Other tasks as requested by the CoP.
Supervisory Responsibilities: None
Qualifications:
• At least 7 years of relevant professional experience in M&E, communications and public
awareness
• Experience conducting M&E activities on donor-funded programs of similar scope and
complexity
• Strong communication skills
• Demonstrated experience with data audits and data quality assessments
• Experience training local partners and staff in ME&C activities
• Bachelor’s degree in a related field required, Master’s preferred
• USAID experience preferred
• Experience in economics, tax policy, tax administration, revenue forecasting, and/or national
accounting is a plus
