Project: FHI 360 EpiC Maternal, Newborn and Child Health (MNCH) Continuity of Care Project

Location: Monrovia, Liberia, with frequent coordination support to Bong County and assigned districts in Montserrado County

Reports To: Project Coordinator – Community Health Systems & MNCH Continuity Project

ABOUT THE PROJECT

Restore Hope Liberia is implementing the FHI 360 EpiC Maternal, Newborn and Child Health (MNCH) Continuity of Care Project as a Civil Society Organization (CSO) subawardee under the USAID/PEPFAR-supported EpiC platform.

The project seeks to strengthen continuity of care across the maternal, newborn and child health continuum through improved pregnancy identification, referral completion, antenatal care continuity, facility delivery support, postpartum follow-up, newborn follow-up, PMTCT/EID continuity, immunization follow-up, maternal wellbeing support, and strengthened community-facility linkages.

Implementation will be conducted in close collaboration with the Ministry of Health, County Health Teams, District Health Teams, Community Health Services Supervisors (CHSS), Community Health Assistants (CHAs), Trained Traditional Midwives (TTMs), health facilities, and community structures.

POSITION SUMMARY

The MEL-AM & Data Manager will provide coordination, supervision, reporting oversight, data quality follow-up, and adaptive management support for the FHI 360 EpiC MNCH Continuity of Care Project.

This position is designed for a strong health program manager, coordinator, or data-use leader who can organize people, systems, deadlines, and reporting flows. Formal specialized M&E training is desirable but not mandatory. The MEL-AM & Data Manager will supervise four District M&E Assistants who are responsible for routine data collection, field monitoring, documentation review, referral verification, facility validation, and district-level monitoring support.

The MEL-AM & Data Manager will ensure that district data are submitted on time, reviewed for completeness and consistency, used for decision-making, and incorporated into project reports, dashboards, review meetings, and donor deliverables.

KEY RESPONSIBILITIES

  1. Supervision and Coordination of District M&E Assistants
  • Provide coordination and supervision to the four District M&E Assistants.
    • Ensure District M&E Assistants understand reporting expectations, timelines, tools, and deliverables.
    • Convene regular check-ins with District M&E Assistants to review field monitoring updates, data submissions, reporting gaps, and verification needs.
    • Track submission of district-level monitoring reports and follow up on delayed or incomplete reports.
    • Support problem-solving when District M&E Assistants identify data gaps, documentation gaps, or field verification challenges.
    • Escalate unresolved technical, operational, or reporting issues to the Project Coordinator.
  1. Monitoring and Reporting Coordination
  • Coordinate routine collection and consolidation of project monitoring data from assigned districts.
    • Ensure reporting systems capture key MNCH continuity activities, including pregnancy identification, ANC linkage, referral completion, facility delivery support, postnatal follow-up, newborn follow-up, immunization tracing, PMTCT/EID continuity, and community dialogue activities.
    • Review district reports for completeness, consistency, and alignment with project indicators and deliverables.
    • Support preparation of monthly service reports, pregnancy mapping reports, referral and tracing reports, community dialogue reports, review meeting reports, and final reporting inputs.
    • Work closely with the Documentation, Reporting & Knowledge Management Officer to ensure project data are clearly reflected in narrative reports.
  1. Data Quality Follow-Up and Verification Support
  • Coordinate routine data quality follow-up with District M&E Assistants.
    • Ensure District M&E Assistants conduct facility-level, community-level, and referral verification activities as required.
    • Review submitted data for missing information, inconsistencies, duplication, unusual trends, or unclear entries.
    • Follow up with District M&E Assistants to resolve data quality concerns before reports are finalized.
    • Support data quality assurance activities in collaboration with Field Coordinators, County Health Teams, District Health Teams, and facility focal persons.
    • Maintain records of data quality issues, corrective actions, and follow-up status.
  1. Dashboard and Performance Tracking
  • Coordinate updates to project dashboards, trackers, and performance summaries using district-level data.
    • Track progress against project activities, milestones, indicators, and deliverables.
    • Prepare simple performance summaries for project review meetings.
    • Identify districts, facilities, or activity areas that are delayed, underperforming, or requiring management attention.
    • Support use of dashboard information for planning, supervision, reporting, and corrective action.
  1. Learning and Adaptive Management
  • Use routine monitoring information to identify implementation bottlenecks, referral gaps, follow-up delays, reporting challenges, and continuity-of-care issues.
    • Support the Project Coordinator and Field Coordinators to use data during project review meetings.
    • Document action points, responsible persons, timelines, and follow-up needs from data review discussions.
    • Support identification of lessons learned, promising practices, and practical improvements.
    • Contribute to adaptive management by helping the project team use data to improve implementation quality.
  1. Coordination With Field and Health System Actors
  • Work closely with Field Coordinators, District M&E Assistants, facility focal persons, CHAs, TTMs, and community structures to support accurate reporting and verification.
    • Coordinate with County and District Health Teams on data review, reporting alignment, and use of monitoring information.
    • Support alignment of project monitoring activities with Ministry of Health systems and community health structures.
    • Promote respectful collaboration between project staff and district-level health actors.
  1. Documentation and Donor Reporting Support
  • Provide monitoring and data inputs for monthly progress reports, milestone reports, donor updates, and the consolidated final report.
    • Ensure reports are supported by verified data and clear explanations of progress, challenges, corrective actions, and lessons learned.
    • Maintain organized files of reporting tools, completed forms, district submissions, verification checklists, dashboards, meeting notes, and performance summaries.
    • Support documentation of evidence required for donor deliverables, milestone verification, and project closeout.

QUALIFICATIONS AND EXPERIENCE

Required Qualifications

  • Bachelor’s degree in Public Health, Nursing, Health Administration, Social Sciences, Development Studies, Statistics, Monitoring and Evaluation, or a related field.
    • Minimum three (3) years of experience in health programming, project coordination, field supervision, data coordination, public health implementation, or community health programs.
    • Experience supervising field staff, district teams, or community-based implementation personnel.
    • Basic understanding of MNCH, community health, referral systems, or health service delivery.
    • Ability to review reports and data for completeness, consistency, and practical use.
    • Strong organizational, follow-up, communication, and coordination skills.
    • Proficiency in Microsoft Word, Excel, email, and basic reporting tools.
    • Ability and willingness to travel to project implementation areas as required.

Preferred Qualifications

  • Formal training or experience in monitoring and evaluation is desirable but not mandatory.
    • Experience supporting donor-funded health or development projects.
    • Experience working with Ministry of Health structures, County Health Teams, District Health Teams, CHAs, TTMs, health facilities, or community health programs.
    • Familiarity with MNCH, PMTCT/EID, immunization, referral tracking, community health, or continuity-of-care interventions.
    • Experience using simple dashboards, Excel trackers, DHIS2-related data, or routine health reporting tools.
    • Experience coordinating data review meetings or supporting quality improvement processes.
