Who we are:

medica Liberia (mL) formerly medica mondiale Liberia is a non-governmental women’s rights organization working in Liberia. Our organization offers support to women and girls affected by sexual gender-based violence (SGBV). Since 2006, medica Liberia has been implementing programs for women and girls in Liberia’s South-eastern parts and recently extended its coverage to Montserrado and Margibi Counties respectively, through funding from the German Government and other donors.

Introduction

Medica Liberia is running 3 years projects in three counties namely, Montserrado, Margibi; and Sinoe: Strengthening communities and institutions to promote the psychosocial health of women and girls affected by violence and increase their protection from gender-based violence in Montserrado and Margibi Counties in the context of the Covid-19 crisis; Strengthening Direct SGBV Prevention and Response Services for Survivors in Rural Communities in Sinoe County, and “Concerted Action for Zero Tolerance against S/GBV in the Mano river Region’’.

 

The project is financed by the German Federal Ministry for Economic Cooperation and Development (BMZ), Pro Victimis, Bread for the World and medicor Foundation and builds upon the results and experiences of a previous project over the past years.

The project seeks to enhance community capacity to implement and manage responses to sexual and gender-based violence (SGBV), directly contributing to the strengthening of the ability to prevent and address the consequences of SGBV and ensure that Women and girls in the Mano River Region live in an inclusive, harmonious society, free from sexualized and gender-based violence and discrimination.

In this regard, mL is looking to hire a M& E Officer to support the Program and M&E Staff in Montserrado, Margibi and Sinoe counties, Liberia.

 

Position Title: Monitoring & Evaluation Officer

Duty Station: Monrovia with visit to field Sites

Reports to: Head of Program

Summary

Working in close collaboration with the Head of Programs, the Monitoring and Evaluation officer will provide leadership and support a feminist culture and practice of reliable planning, monitoring, evaluation, accountability and reporting for medica Liberia Programs. This includes developing, updating and coordinating monitoring and evaluation (M&E) activities, reports compilation and events for mL programs and partners, building the capacity of mL staff in M&E, promoting monitoring ,evaluation and learning knowledge transfer internally and supporting research and documentation.

 

Terms of Reference

 

Main Duties and Responsibilities:

  • Maintain an updated comprehensive Monitoring & Evaluation Operational Plan for effective monitoring of programs activities implementation and over all programs status.
  • Develop tools/instruments for the collection of relevant data collection and evaluation of key performance indicators /measure of actual results against programs/project objective,
  • Regularly update mL’s tracking databases, Indicator Tracking Table (ITT), Tracking Sheets, Reporting Stats etc. and ensure the GBVIMS database is operational
  • Undertake regular monitoring visits to field sites in mL’s operational counties
  • Synthesize, analyze and interpret data for summaries and thematic reports on M&E
  • Lead on the development of project progress reports including donor reports and ensure reports are submitted in a timely manner to the Head of Programs
  • Conduct trainings for staff to ensure the quality of staff outputs within mL’s M&E framework.
  • Maintain regular and timely interactions with M&E support staff of mL’s project partners including attendance at meetings as required.
  • Work with project leads to develop feminist data collection tools, adapting existing tools to ensure that they are sensitive to power dynamics and that they are adapted to capture differences of experiences of all genders.
  • Ensure effective monitoring and evaluation of project quality, using donor monitoring tools as appropriate
  • Support project leads in routine data collection and documentation of project information that confirms status of project activities based on log-frames for donor reporting.
  • Ensure log frames and routine data collection are feminist and integrate measurement that goes beyond solely measuring reach and vulnerability (so not simply counting #men/women reached, and not solely measuring ‘vulnerable women’)

 

  • Supporting program design through the development of log frames and other relevant M&E annexes required for grant applications

 

M&E Tool Development and Data Management:

  • Develop or maintain an integrated database of all medica Liberia’s projects and ensure accountability through regular data updates.
  • Work with project leads and technical support staff to ensure the collection of relevant and appropriate data needed for an effective Feminist monitoring , evaluation and learning system which will be utilized in monitoring strengths, weaknesses and gaps in existing projects/ programs and services and for reporting on donor commitments.
  • Together with Head of Programs, review existing data collection tools for current projects where necessary
  • Incorporate staff and partners feedback to ensure the continuous improvement of data collection and management

 

Research and Document

  • Analyze the impact of projects and promote learning by documentation of best practices with mL staff
  • Ensure effective feedback system which enables mutual learning and feedback between mL and project beneficiaries and stakeholders
  • Support mL team in designing and disseminating research studies by providing relevant inputs when necessary
  • Undertake research using appropriate tools with the aim of providing information and analysis on the key policy issues that mL works on to shape policy advocacy work

 

Capacity development:

  • Review the reporting needs of mL’s staff to have an understanding of the demand for reporting results.
  • Review reports and evaluations, identify learning opportunities based on identified problems, review solutions and identify how to feedback this information into programs, training and capacity building;
  • Identification of mL staff capacity development gaps in terms of feminist M&E approaches and work with Supervisor and Head of Program to improve the quality of the Monitoring , Evaluation and Learning
  • Conduct trainings and continuous capacity to mL’s relevant staff members in line with the identified gaps

 

Other Responsibilities:

  • Perform other tasks that may be assigned from time to time by supervisors
  • Keep abreast of the latest developments in the M&E network with partner organizations for best practices and technical assistance

Qualification and Experience

  • Bachelor’s degree in a relevant field; an advanced degree is preferred
  • Certificate in Monitoring Evaluation and Evaluation is an advantage
  • At least three years’ experience in Monitoring and Evaluation
  • Knowledge of computer software, Excel & Access for documentation.
  • Knowledge of Gender Based Violence Information Management System (GBVIMS) is an advantage
  • Knowledge in designing and managing an indicator tracking table (ITT) is an added advantage
  • Familiarity with the women rights and Sexual and Gender Based Violence landscape of Liberia
  • Knowledgeable about feminism and feminist monitoring, evaluation and learning methods and have a desire to work with a feminist organization
