Location: ECC National Office, Monrovia, with travel to the counties. Reports to: Program Officer and National Coordinator

About the Organization:

The Elections Coordinating Committee (ECC) is Liberia’s largest domestic election observation network with diverse competencies, experiences, and expertise in democracy, elections, and governance, established in 2010. As a coalition, the ECC comprises seven Civil Society Organizations (CSOs) that have transitioned legally to becoming the ECC Board and Owners’ Council.

Project Backgrounds:

The “Liberia Domestic Election Observation (LIDEO)” activity is a USAID funded Project implemented by the Elections coordinating committee with the purpose to enhance voter’s confidence in electoral processes and results, to the extent warranted, and mitigating electoral violence and tension, through evidence-based, responsive election observation reporting to the public. USAID though the LIDEO Activity will support ECC as the country prepares for the next round of elections in 2023 and through the post-electoral period until all electoral complaints are adjudicated. Following the 2023 general elections and ahead of the 2026 senatorial, the activity will support the strengthening of elections through reporting on implementation of recommendations and conducting advocacy activities.

Duties and Responsibilities:

The M&E Officer will be responsible for the timely planning, coordination, reporting, and implementation of the LIDEO project monitoring and evaluation activities in line with the outcomes, outputs, indicators, and other project objectives. He/she will ensure that the project maintains its strategic vision and that activities achieve their desired results in a cost-effective and timely. Their duties and responsibilities to achieve this objective may include:

Developing and strengthening monitoring, inspection, and evaluation procedures Monitor all project activities, expenditures, and progress toward achieving the project output;

Monitor and evaluate overall progress on achievement of results;

Monitor the sustainability of the project’s results;

Conduct capacity assessment on existing monitoring and evaluation systems and procedures

Develop indicators and a monitoring strategy for the project;

Recommend further improvement of the logical framework of the project; Develop monitoring and impact indicators for the project’s success;

Provide inputs, information, and statistics for quarterly, annual, and other reports to Management.

Participate in annual project reviews and planning workshops and assist the Programs Officer in preparing relevant reports;

Support monitoring and evaluation of the effects and impact of the project; Provide feedback to the Programs Officer and the National Coordinator on project strategies and activities;

Suggest strategies to the Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;

Report monthly, quarterly, half-yearly, and annual progress on all project activities. Measurable Outputs and Performance Indicators

Perform other duties as required;

Minimum Qualification:

A relevant first degree in Economics, Business administration, Demography & Statistics, or Sociology

A three-year minimum professional experience working as an M&E in an NGO or INGO on a USAID project or other international donor project is required.

Proficient in Microsoft Office (Word, Excel, PowerPoint)

Experience in building, designing, evaluating, and implementing an M&E system; Excellent interpersonal skills and strong communication skills; ability to work with people from multiple sectors and across various cultures

Must have strong organizational skills; ability to think strategically and make decisions; keen to details.

Proven skills in research and data analysis are strongly desired.

Duration and Location:

The duration of employment is 12 months, with the possibility of an extension for another 12 months based on performance. The successful candidate will be stationed in Monrovia at the ECC Secretariat Office and with travels to other counties as needed.
