PERSONAL SERVICES CONTRACTOR (PSC) VACANCY ANNOUNCEMENT
Position Title: Motor Pool Coordinator/ Driver
Location: Monrovia, Liberia
Work Hours: Full Time; 44 hours per week; Typically Monday through Friday from 8:00 am to 5:00 pm, with
flexibility to work additional hours or on weekends and holidays on an as-needed basis.
Basic Function of Position
The Motor Pool Coordinator/ Driver works under the supervision of the General Services Manager (GSM) and is
responsible for coordinating the Motor Pool schedule and vehicle trips for Peace Corps Liberia. The Motor Pool
Coordinator/ Driver provides safe and courteous transport for staff, Volunteers, and other personnel conducting
official Peace Corps business. S/he maintains an understanding of all country-specific laws regarding the
ownership and operation of motor vehicles, the specific requirements related to managing vehicles with
diplomatic license plates, and all Peace Corps policies regarding vehicles.
The Motor Pool Coordinator is a multi-function position requiring a high degree of energy, attention to detail,
flexibility, and adaptability in areas of planning, organization, and execution of work plans. The Motor Pool
Coordinator/ Driver will need a strong sense of prioritization, the ability to efficiently problem solve, and can
reasonably expect to work outside of standard office hours. The Motor Pool Coordinator is authorized to operate
Peace Corps vehicles to perform the duties in the below Scope of Work.
About Peace Corps Liberia
Peace Corps is an autonomous, international agency of the United States Government with operations in more
than 60 countries. It operates in Liberia by the invitation of the Government of Liberia. Peace Corps/Liberia has
memoranda of understanding with the Ministries of Education and Health that outlines broad areas of agreement
of cooperation regarding the work of Peace Corps Volunteers in the country. Volunteers are assigned to
government and non-government agencies and organizations, community based organizations, universities,
colleges, and schools who partner to enable Volunteers to provide capacity building in education and community
health while building cultural understanding between Americans and Liberians.
Reports to: General Services Manager (GSM)
Major Duties and Responsibilities:
Motor Pool/ Transportation Coordination – 60%
 Coordinates scheduling, prioritization, and execution of all motor vehicle travel throughout the country,
including vehicle usage, driver scheduling, and any other logistics arrangements to ensure trips are completed
satisfactorily.
 Subject matter expert in Peace Corps Vehicle Management policies (Peace Corps Manual Sections 522, 523,
527), including all updates.
 Works with drivers to maintain daily and weekly vehicle logs (mileage, fuel, and maintenance) and checklists.
Collects vehicle logs weekly from each vehicle and inspects them to ensure compliance with Peace Corps and
US Government guidelines. Trains all authorized drivers in completing the logs and checklists with the utmost
accuracy. Reviews all vehicle logs with DMO on a weekly and monthly basis.

 Records weekly repairs and maintenance, fuel logs, and mileage logs of Peace Corps vehicles in Peace Corps’
Vehicle Management Information System (VMIS).
 Performs daily checks of Peace Corps vehicles in accordance with vehicle checklist and ensures that vehicles
keys are in the key box, all fuel chips are accounted for, vehicles are locked and secured within the Peace
Corps compound.
 Completes the Vehicle Weekly Inspection/Condition Report to assess vehicle working condition, review for
scratches and dents, review for any servicing requirements, checks fluid (oil, coolant, break, and window)
levels are adequate, tires are inflated to manufacturer suggested levels and ensures vehicle manufacturer
maintenance schedules are up-to-date.
 Ensures all Peace Corps vehicles comply with Government of Liberia motor vehicle safety laws and
requirements.
 Ensures each vehicle always has a complete tool kit, medical kit, and fire extinguisher.
 Ensures each vehicle clearly displays an accident card, a non-smoking sign, a buckle-up sign and no cell/text
sign.
 Conducts on-going driver education in areas of inspecting a vehicle before use, driver safety/defensive driving,
manual transmission driving, basic vehicle maintenance, four wheel drive training, and operating a winch.
 Notifies all staff in a timely manner of the weekly vehicle movement schedule and updates staff as needed
when changes occur.
 Provides logistics support as needed for Peace Corps trainings and workshops, specifically Pre-Service Training
(PST).
 Ensures all vehicles have sufficient fuel in advance of planned events and in case of emergencies.
 Ensures all vehicles are packed with the necessary supplies and items in advance of planned trips so as not to
delay transportation schedule.
 Communicates closely with passengers in advance of planned trips to ensure proper departure time and
loading of vehicle.
 Educates all new hires regarding Peace Corps’ transportation guidelines, how to request a vehicle, and the key
responsibilities of driving a vehicle. Assesses and certifies all new staff for Peace Corps vehicle driving
privileges.
 Reviews and follows up on all Peace Corps vehicle accident reports from drivers.
 Coordinates the usage of approved/ trusted taxi drivers as needed.
 Ensures timely pick-up/delivery of goods and supplies, especially refrigerated medical supplies.
 Ensures that all vehicles are kept clean inside and out at all times.
Driving – 25%
 Operates Peace Corps vehicles in a safe and courteous manner, strictly obeying traffic laws at all times.
 Ensures that driver’s license is kept current and is appropriate for the types of vehicles driven on behalf of
Peace Corps.
 Drives staff, volunteers, and official visitors to authorized destinations as assigned. (Note: some travel may
require one or more overnights)
 Follows defensive driving guidelines.
 Ensures that all passengers wear seatbelts.
 Enforces no smoking rules in all vehicles.
 Observes good safety and security practices with passengers (i.e., ensures that all passengers delivered at
night are indoors before departing)
 Remains extra vigilant when transporting cash-carrying staff.
 Maintains accurate mileage and fuel logs and completes vehicle checklists for each trip taken.
 Keeps vehicles filled with fuel, checks oil and fluids, checks tire air pressure before each trip or as necessary
due to driving condition.

 Communicates closely with passengers in advance of planned trips to ensure proper departure time and
loading of vehicle.
 Fulfills proper reporting standards for all motor vehicle accidents.
 Serves as on-call duty driver as scheduled or by special request.
 Ensures that vehicles keys are in the key box and vehicles are locked after each use.
 Ensures timely pick-up/delivery of goods, especially refrigerated medical supplies.
 Wash and keep Peace Corps Vehicles clean at all times.
 Ensures Peace Corps compound parking area is maintained, organized, and clutter free.
Procurement – 10%
 Makes recommendations to GSM and DMO regarding vehicles supplies and equipment and third-party repair
work needed to keep vehicles functioning properly.
 Assists in obtaining quotations for the purchase of items and services as they relate to Peace Corps vehicles
and equipment.
 Follows and understands the Peace Corps Liberia Procurement/Receiving Process.
Safety and Security – 5%
 Operates Peace Corps vehicles safely at all times. Immediately communicates Volunteer safety and security
concerns and issues to the Safety and Security Manager (SSM) and Country Director. Knowledgeable and
supportive of Peace Corps safety and security policies and procedures, including the timely reporting of
suspicious incidents, persons or articles.
 Works with drivers to ensure that safety and security standards are met for appropriate Peace Corps vehicle
operation and maintenance. Coordinates with Safety and Security Manager (SSM) to ensure that emergency
radios or other communication devices are in good working order.
Other Duties
 Motor Pool Coordinator/ Driver may be required to serve as a sub-cashier, couriering cash, purchase orders,
and/ or receipts to various vendors who furnish supplies and/or services to Peace Corps. She/he may also be
required to courier cash to Peace Corps Trainees or Volunteers. She/he will not be functioning as a
procurement or disbursing official but will only be acting as an intermediary between the DMO or Disbursing
Officer and the recipient. In the case of dealing with vendors, the incumbent will not exercise any
procurement discretion concerning the supplies or services to be purchased or the cost limits of these
purchases; these will be determined by the DMO.
 Assists and backs up GSM and AGSM as needed.
 Performs other duties as necessary or requested.
Required Qualifications:
 Age & Education: Minimum age requirement of 25 years old. Minimum education requirement of
completion of Secondary School.
 Prior Work Experience: Minimum 5 years of previous work experience as a motor pool coordinator, vehicle
dispatcher, and driver.
 Language: Fluent in both written and spoken English, with excellent communication skills.
 Knowledge: Must have knowledge of road conditions throughout Liberia and ability to plan vehicle
movements for such conditions; must be able to demonstrate accuracy in filling out paperwork; knowledge
of general vehicle maintenance.
 Skills & Abilities: Must possess a valid Liberian driver’s license and clean driving record. Demonstrated ability
to drive under difficult situations in rural Liberia and adhere to driving laws. Ability to perform general

vehicle maintenance and keep vehicles in good working condition. Demonstrate ability to operate a PC
computer and use Microsoft Word and Excel.
 Strict adherence to ethical standards of confidentiality and professional conduct
Preferred Qualifications:
 Education: Preference for candidates who have completed a technical or vocational training course related
to being a logistician, mechanic, or driver.
 Prior Work Experience: Preference for candidates with at least 3 years of work experience with US
Government Missions, UN Missions, other International Missions, or International NGOs. Cross-cultural
experience with Americans, Diversity and Inclusion, and sensitivity to gender and diversity issues. Preference
for candidates with prior experience servicing or repairing Toyota vehicles. Preference for candidates who
have experience in procurement.
The Contractor is subject to worldwide availability and may be requested by the Peace Corps to be reassigned or
transferred permanently to another Peace Corps Post/Headquarters or perform temporary duties (TDY) as
required and to travel to other assignments within Peace Corps’ as assigned. Any such reassignment or transfer
shall be subject to agreement of the Contractor. The Statement of Work as defined will remain the same;
however the duties may be subject to change as determined by the Contracting Officer.
To the extent Contractor is allowed to operate a US government owned, leased, or rented vehicle (GOV) to
perform their job duties, the Contractor must operate that vehicle safely at all times and only operate it for official
business purposes as defined in 31 USC 1334. Contractor is encouraged to refrain from texting or from engaging
in any behavior that distracts attention from driving safely at any time. Except in an emergency situation,
Contractor shall not text message (i) when driving a GOV; (ii) when driving a privately-owned vehicle (POV) while
on official government business; or (iii) while using electronic equipment supplied by the government while driving
any vehicle (even during off-duty hours).
