Organizational Setting
The post is typically located in the Office of the FAO Representation in Liberia of the Food and Agriculture Organization of the United Nations.
Reporting Lines
Within the framework of the Food and Agriculture Organization of the United Nations (FAO), the direct supervision of the FAO Representative in Liberia and under the technical guidance of the FIRST Policy Officer, the National Consultant –Policy Support (FIRST) shall work in close coordination and consultation with the Ministry of Agriculture, counterpart authorities and other FAO projects, in carrying out the following tasks as stipulated in Terms of Reference.
Technical Focus
The National Consultant –Policy Support (FIRST) will support FAO Liberia Office by working in close coordination and consultation with the Ministry of Agriculture, counterpart authorities; contributing to the timely and effective accomplishment of the preparation of country strategies and programme in line with the national priorities and FAO’s Strategic objectives.:
Tasks and Responsibilities
Participate in the following:
Assist in coordinating and organizing bilateral and multi-stakeholder’s consultative meetings, workshop/training with MOA and other relevant stakeholders;
Assist in the identification of stakeholders and experts on the selected/prioritized sectors/sub-sector related to Food Security, Nutrition and Sustainable Agriculture specifically for key activities planned under FIRST Programme;
Assist the FIRST-Programme in strategic partnership, best practices, and policy dialogue support of enhanced policies and governance for food, nutrition security and sustainable agriculture;
Assist FIRST-Programme in coordinating and developing the mobilizing programmes under LASIP-II;
Assist FIRST- Programme in coordinating the joint activities planned under ECOWAS leadership;
Review and revise draft reports to address the comments and inputs received from various stakeholders, including EUD, MOA and FAO.
Lead the preparation of inventory and database of national and regional/sub-regional policies, strategies, frameworks;
Keep record of all updates/new developments on/related to policy issues on food security, nutrition and sustainable agriculture
Support FIRST Programme and Government Departments in capacity building plans and activities in relation to the provision of technical advice and assistance and oversees the development of the related material;
Contribute to the progress and final reports as per FAO standards
Any other task as directed by FAOR.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
Higher degree (MS. MSC) in Development Studies, Agriculture, Natural Resources, Food Security, Public Policy, Economics or its related field.
Five (5) to Seven(7) years of relevant experience working in the development sector at national level
Work experience in more than one location or area of work, particularly in field positions is desirable
Good level of knowledge in both spoken and written English;
Candidates should be nationals of Liberia;

Experience in the coordination of multidisciplinary teams.
Knowledge and experience in results-based management, development and implementation of budgets, preparation of technical and financial reports, and monitoring and evaluation.
Ability to prepare concise reports according to United Nations standards.
Excellent oral and writing skills
Knowledge of local dialects could be an asset;

Experience with UN, and other International Organizations would be an asset
