Job Title: National Finance Manager (x1)

Reporting To: Country Finance Controller

Responsible For: Direct Supervision of the Finance Officers in Monrovia and Buchanan Officer. In addition, any other finance staff as may be assigned by the Country Finance Controller/Country Management

Contract duration: Open Ended

Job Purpose: This position has a primary responsibility for day to day management of the Concern Worldwide Liberia Country Programme’s Finance functions. The Finance Manager ensures the timely and accurate delivery of all finance activities by the Finance team; generates management and donor reports; and is responsible for the accuracy, quality and integrity of the data in the finance system through the preparation or review of regular reconciliations. He/she will provide support and capacity building on finance matters to non-finance staff. The position deputises for the Country Financial Controller in case of the latter’s absence and is a member of the Country Management Team.

Main Responsibilities:

Financial Management:

Review of excel cashbooks and reconciliations with all required documentations from all field offices on a monthly basis; prepare Journals and support cost allocations on a monthly basis; post all cashbooks and journals on a monthly basis; prepare payroll, passing salary journals and handling withholding tax, and social security payments (NASSCORP) on a monthly basis; prepare monthly cash flow for the Country Programme and ensure adequate balances are maintained in all bank accounts; manage cost recharges to and from other Concern country programmes; reconcile, or review reconciliations of, all Balance Sheet accounts on a monthly basis; manage prepayments, accruals and Dublin payments ensuring timely liquidation of the same

Budgeting and Financial Reporting:

Prepare and circulate monthly management accounts and act on feedback received; support budget holders in monitoring their budgets and understanding their management accounts; assist in the preparation of Finance Reporting Packages for Head Office; prepare or assist in the preparation of donor reports; assist in the preparation of the annual budget and subsequent revisions and of donor budgets; respond to ad hoc requests from Head Office or country management

Audit:

Facilitate the annual statutory audit, donor audits and internal audits, ensuring accurate information is provided on a timely basis; ensure that all costs are fully supported by documentary evidence such as the procurement documents, time-sheets for personnel whose salaries are charged to donors and fuel/vehicle log sheets where transport costs are charged to donors; in liaison with the CFC, help in addressing critical findings identified during audits and financial reviews; in liaison with the CFC, ensure all action items identified during internal audits are implemented on a timely basis

Systems Control:

Maintain up-to date knowledge of national government requirements and regulations related to financial and tax matters; assist in the design, preparation and the implementation of new Finance policies and procedures as appropriate; advise management on compliance issues on a needs basis or as a result of a risk assessment and support the CFC to ensure compliance with Concern and donor regulations; assist in monitoring and evaluating control procedures currently in place to ensure that they are adhered to; ascertain effective use of assets and of safeguarding mechanisms and advise management accordingly; Pay regular support field visits to each location; ensure all cashbooks and reconciliations have been appropriately reviewed and filed with all required documentations; ensure the Logistics team is provided necessary data for the maintenance of asset registers

Capacity building:

Build the capacity of non-finance staff, particularly managers and budgetholders, in relevant financial issues; ensure that non-finance staff understand the chart of accounts, cost centre structure and donor codes; at the start of new projects, ensure that all finance-related donor specific requirements are identified and are understood by programmes and systems teams

People Management:

Manage Finance team staff, contributing to their capacity building and career development through technical support and on-the-job training and coaching, including a thorough induction at the start of their contract; ensure that they have accurate job descriptions and that they fully understand outcomes which are expected of them, by setting SMART objectives; monitor and review performance of these staff and hold them accountable for meeting their success criteria; give corrective feedback where required and take decisive action in the case of poor performance; ensure that they are aware of and comply with all of Concern’s policies and procedures; if any of these staff have line management responsibilities as well, ensure that they meet the requirements above for each of their team members; ensure that work within the team(s) is planned and organised in a way which will meet the organisation’s needs in the most cost effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently

Other duties:

Participate in collective exercises such as preparation or updates of Preparing for Effective Emergency Response (PEER) plan, Security Management Plan (SMP) and other Concern initiatives; take active measures to address equality issues, particularly relating to gender, in finance as well as operational (eg HR) activities; ensure the highest stands of accountability through ensuring good communication and information sharing within and outside the programme and enabling staff, beneficiary and other stakeholder participation at all stages of the project cycle;

be aware of, understand and comply with all of Concern’s policies and procedures (P4, finance, logistics, HR, security management etc.); Contribute to ongoing security management and planning as necessary; actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one); undertake other related duties as may reasonably be assigned by the Country Director or the line manager.

Experience & Qualification:

Bachelor’s degree in Business Administration or a related field; or

Part qualification e.g. CPA/ACCA/CIMA would be an added advantage

At least 5 years of experience in a similar position with 2 in managerial role

Experience in developing staff capacity technically and staff performance management

A good understanding of NGO financial management and donor regulations.

Adequate computer skills particularly in MS Excel.

Ability to work under pressure to meet tight deadlines

Good team worker

Good Communication and negotiation skills

Cross cultural awareness and sensitivity

Ability to work on own initiative and lead diverse teams

Flexible and adaptable to a changing environment

Experience in the use of Microsoft Great Plains or at least other financial accounting software
