Job Title: Fleet Manager
Welthungerhilfe was founded in 1962 is a non-profit making, non-denominational, and politically independent, the organization.

Organization profile

Welthungerhilfe has been in Liberia since 2003 with a focus on Agriculture/ Inclusive Food Systems and Nutrition Security, Infrastructure, Health System Strengthening and WASH.

Duration Initially, up to February 2022 with a possibility of extension depending on performance and funding
Location: Based in Monrovia with regular field visits to project sites in the Southeast
The Fleet manager will take the lead on all facets Welthungerhilfe’ s fleet management including: 1. Maintain Welthungerhilfe’s compliance with vehicle policies and procedures.

2. Ensure drivers adherence to applicable traffic laws and regulations.

3. Schedule routine maintenance and track vehicle usage.

Position:

4. Analyse and report to the Head of Logistics and Procurement on the effective use of vehicles. 5. Implement and enforce the Welthungerhilfe’s vehicle policy.

Responsible to: Head of Logistics and Procurement (Administrative & Technical)
Responsible for: Drivers, Mechanics, Logistics Assistant
Under the Head of Logistics and Procurement.

Vehicle & Generator Management

1. Ensure that all vehicles and generators are in a technical working condition and clean at all

times.

2. Ensure the safe and technical sound use of all WHH vehicles and equipment.

3. Ensure the proper planning and maintenance/repairs for all vehicles and machines.

4. In coordination with the Head of Projects, prepare vehicle maintenance plans; ensure vehicles and generators are serviced regularly.

5. In coordination with Head of Projects prepare vehicle assessments and disposal/replacement plan, coordinate with Head of Logistics and HQ Bonn on the procurement of new vehicles and

parts, as necessary.

Duties and Responsibilities:

6. Obtain and use parts catalogues for all types of vehicles and machines.

7. Support the setting up and maintenance of spare parts warehousing and stock keeping.

8. Ensure availability of a minimal number of critical fast moving spare parts for all types of

vehicles.

9. Track all vehicles and machines sent for repairs.

10. Ensure that vehicles are properly registered with the national authorities, as well as always

covered by WHH’s global insurance policy.

11. Identify quality garages, support establishment of framework contracts with identified approved garages; establish quality control mechanisms; validate invoices.

12. Ensure WHH vehicle procedures are consistently adhered to including completion of vehicle logbooks, etc. Ensure proper procurement and use of tools and equipment for garages and

field offices in all country office locations.

 

Safety

1. Ensure vehicles have functioning safety equipment (e.g., seat belts, fire extinguishers, first aid kits, etc.) and drivers have updated first aid training.

2. Ensure generators have sufficient fire safety equipment.

3. Use of the Radios and satellite phone. Make sure radios are installed properly and use

correctly.

4. Facilitate the train drivers and key staff on First Aid assistance

5. Training of drivers on safe driving and driving in a convoy.

6. Train drivers in defensive Driving

7. Ensure that all cars are assigned to drivers and machines to other staff.

8. Ensure all vehicles have standard sets of tools for which the drivers are responsible and check regularly on completeness and status.

9. Prepare all convoys with visitors or other field missions.

Fuel Management

1. In coordination with Head of Project, monitor fuel consumption; identify possible ways to

reduce consumption.

2. Ensure vehicles and generators in Monrovia always have sufficient fuel and lubricants, as well as back up fuel supply.

Vehicle Dispatch

1. Optimize journey planning.

2. Design and implement effective vehicle request policy.

3. Take direct responsibility for fleet management in country office.

4. Coordinate with Head of Projects Responsible for the coordination with field offices to ensure efficient vehicle movements between the field and Monrovia and vehicle use in general.

HR Management

1. Support the testing and hiring of all drivers.

2. Carry out regular driver performance reviews.

3. Provide supervisory management to drivers, including participatorion in disciplinary

proceedings.

4. Provide technical supervisory support to field-based Logistics Officers on fleet management issues.

5. Establish and manage relationships with key stakeholders (drivers, vehicle users, suppliers, partner organizations, etc.).

Data Management

1. Ensure proper and timely use of vehicle and other machines logbooks at all locations.

2. Ensure timely and correct data entry of vehicle and machine logbook sand.

3. Collect and manage fleet data; identify ways to reduce consumption and improve the

efficiency, efficiency and safety of fleet operations and road transport.

4. Prepare and analyze monthly fleet management reports.

Communications

1. Ensure vehicles always have two forms of communication functioning (mobile/cell phone,

VHS/HS radio, Sat Phone, etc.).

2. Design and implement vehicle ‘check in’ procedures.

3. Take responsibility for the management of WHH Monrovia’s radio system

EducationBachelor’s Degree in Business Administration, Logistics/Fleet Management, or similar discipline
1. Minimum of 5 years’ experience in a similar position with a reputable INGO, UN agency or the Professional

private sector

Experience

2. Proven experience in managing drivers.

 

3. Clean driver’s license for car and truck (held for at least 5 years)

4. Proven experience in fleet management, managing at least 50 vehicles.

Language Skills Excellent spoken and written English
1. Proven experience of fleet management

2. Excellent driving skills (4×4, difficult roads, etc.) and vehicle rescue techniques.

Personal Skills

3. Ability to train drivers

4. Ability to troubleshoot vehicles and Motorbikes.
