Welthungerhilfe was founded in 1962 as the National Committee of the “Freedom from Hunger
Campaign” set up by the United Nations’ Food and Agricultural Organization (FAO). Today it is
one of the largest non-governmental organizations working in the area of development
cooperation and humanitarian aid in Germany. Non-profit making, non-denominational and
politically independent, the organization is run by a board of honorary members under the
patronage of the German President.
Welthungerhilfe is working in 39 countries in Africa, Asia and Latin America and campaigns
publically for fairer cooperation with developing countries. Its work is funded by private
donations from the population at large and public grants including USAID/OFDA, ECHO (FPA Ppartner), and works with funding from BMZ, German Foreign Office, DEVCO/Europe Aid, DFID,
KFW among many others.
Welthungerhilfe has been in Liberia since 2003 with a focus on Agriculture/ Sustainable Food
and Nutrition Security, Infrastructure and WASH.
Location: Based in MONROVIA
Duration: 12 months with possibility of extension
Job purpose:
Oversees all the Fleet management for WHH Liberia Programs
Responsible to: Head of Logistics
Main
Responsibilities:

Vehicle & Generator Management
• Ensure that all vehicles and major machines (mainly generators) are in a technical
good condition and clean
• Ensure safe and technical sound use of all WHH vehicles and major equipment
• Ensure that a proper planning and administration of maintenance and repairs for all
vehicles and machines based on job cards
• In coordination with field offices, prepare vehicle maintenance plans; ensure vehicles
and generators are serviced regularly
• In coordination with field offices, prepare vehicle assessments and
disposal/replacement plan; coordinate with procurement colleagues and HQ Bonn on
the procurement of new vehicles and parts as necessary.
• Obtain and use parts catalogues for all types of vehicles and machines
• Support the set up and maintenance of spare part warehousing and stock keeping
• Ensure availability of a minimal number of critical fast moving spare parts for all types
of vehicles
• Ensure track records of all vehicles and machines on repairs and machines both in
hard as well as in softcopies
• Ensure that vehicles are properly registered with the national authorities, as well as
covered by WHH’s global insurance policy.
• Identify quality garages, support establishment of framework contracts with identified
approved garages; establish quality control mechanisms; validate invoices.

• Ensure WHH procedures are implemented, including vehicle logbooks, etc.
• Ensure proper procurement and use of tools and equipment for garages and field
offices in all country office locations
Safety
• Ensure vehicles have functioning safety equipment (e.g. seat belts, fire extinguishers,
first aid kits, etc.) and drivers have updated first aid training.
• Ensure generators have sufficient fire safety equipment.
• Use of the Radios and satellite phone. Make sure radios are installed properly and use
correctly.
• Train drivers and key staff on first aid assistance
• Training of drivers on safe driving and convoy
• Ensure that all cars are assigned to drivers and machines to other staff
• Ensure all vehicles have standard sets of tools for which the drivers are responsible
and check regularly on completeness and status
• Prepare all convoys with visitors or other field missions
Fuel Management
• In coordination with field offices, monitor fuel consumption; identify possible ways to
reduce consumption
• Ensure vehicles and generator in Monrovia always have sufficient fill levels (fuel and
lubrification), as well as back up fuel supply.
Vehicle Dispatch
• Optimize journey planning
• Design and implement effective vehicle request policy
• Direct responsibility for fleet management in country office.
• Responsible for the coordination with field offices in order to ensure efficient vehicle
movements between the field and Monrovia and vehicle use in general
HR Management
• Support country office and field offices with driver selection and (re)testing of driver’s
defensive driving.
• Carry out regular driver performance reviews.
• Provide supervisory management to drivers, including involvement in disciplinary
proceedings.
• Provide technical supervisory support to field office logistics officers on fleet
management issues
• Establish and manage relationships with key stakeholders (drivers, vehicle users,
suppliers, partner organizations, etc.).

Data Management
• Ensure proper and timely use of vehicle and other machines log books at all locations
• Ensure timely and correct data entry of vehicle and machine log book sand
• Collect and manage fleet data; identify ways to reduce consumption and improve the
efficiency, efficiency and safety of fleet operations and road transport.
• Prepare and analyze fleet management reports
Communications
• Ensure vehicles always have two forms of communication functioning (mobile/cell
phone, VHS/HS radio, Sat Phone, etc.).
• Design and implement vehicle ‘check in’ procedures.
• Responsible for the management of WHH Monrovia’s radio room.
Experience: • Experience with a UN organization, INGO or international company
• 3-5 years’ experience in a similar position
Education: University degree in Administration, Management, or its equivalent in practical experience.
Languages: Good command of spoken and written English
Familiar with South East Liberia
Computer skills: Good knowledge of Microsoft Office, especially: Word and Excel
Good working knowledge of modern communication systems
Personal Skills: • Creative, flexible and pro-active
• Team player; able to work in a multi-cultural environment
• Able to take initiative, self-motivated/independently working
• Gender sensitive
• Very good listening skills
• Willingness to learn and share knowledge
