TECHNOLOGY MANAGER (ICT).

SOS Children’s Villages International is a global organisation established in 1949 that works to meet the needs and protect the interests and rights of orphaned and vulnerable children. SOS Children’s Villages International works through member associations in 138 countries and territories worldwide.

SOS Children’s Villages Liberia has been active in the field of children’s rights and committed to children’s need and concerns in Liberia since 1981. We focus our work on children without parental care and children at risk of losing parental care and their communities. The organisation has a wide range of programmes in Monrovia and Buchanna, which include children’s villages, a youth care facility, kindergartens and high schools, a medical center and family strengthening programmes.

We are looking for a National Information & Communication Technology Manager (ICT) for SOS Children’s Villages Liberia.

Cooperation and Reporting Relationships

  • Reports directly to the National Director.
  • Participates actively into NMT meetings and national planning.
  • Receives additional technical support and instruction from the Regional ICT Advisor and contributes actively to some regional IT tasks as required by the Regional ICT Advisor.
  • Participates in regional knowledge sharing processes on ICT topics.
  • Provides technical support and guidance to all ICT users and to local ICT technicians, if they exist.

Position summary

  • Implements, and maintains all national ICT systems and standards in order to achieve a cost efficient and effective ICT environment in accordance with SOS Global ICT Standards.
  • Assumes the responsibility for data security including the planning, design and implementation of security measures which safeguard access to the organization’s terminal files and data elements. Evaluates the NO and facilities technology use and needs and recommend improvements, such as hardware and software upgrades.
  • Define the ICT budget for the NO and facilities in accordance with existing needs.
  • Implements operating system enhancements that will improve the reliability and performance of the system as supervised by the Regional ICT Advisor.
  • Support NO and facilities to budget ICT investments and replacements of equipment in accordance with SOS Global ICT standards
  • Ensures the installation, maintenance, configuration, and integrity of computer software across the NA.
  • Participate in the conception and implementation of ICT4D projects in the NA.
  • Give proper technical support for the choice of appropriate technology for the deployment of such projects.

Mission of the position

The national ICT Manager ensures that the ICT function in the Member Association works according to mission of global ICT and in line with global ICT standards and pre-established goals. The ICT Manager leads the ICT development in the National Association. In cooperation with the Regional ICT Advisor, he implements SOS-CVI global and Regional ICT goals, policies, strategies, standards and guidelines in the National Association (NA). He designs the National Office (NO) and facilities ICT architecture and plans their long-term ICT needs, ensuring that local long-term ICT requirements are met. He must also plan for short, medium- and long-term goals for ICT based on global organizational requirements of SOS. The ICT Manager is responsible for the effective operations of information technology and information systems within the NA / Sierra Leone. He provides functional supervision to ICT Officers / Teachers of programs;

Qualifications/Competencies required:

  • Master’s or bachelor’s degree in international technology or social sciences.
  • Minimum of 5 years relevant work experience in the field. Management experience and experience in a development organisation is an added advantage.
  • At request, provide ICT support to neighboring countries. This support includes on-site

visits and predominantly remote desktop assistance (Microsoft Teams, TeamViewer, etc).

Support provided is on all tasks mentioned herein.

  • Define national ICT goals, standards and guidelines in line with regional and federation

strategy and policies and ensure their implementation.

  • Active participation in planning and budgeting with high level input regarding ICT.
  • Maintain local ICT in NO, organize and monitor ICT support for all facilities.
  • Ensure all ICT standards are in place in the NA and keep the infrastructure up to date.
  • Assist in business analyst and application lifecycle management.
  • Organize and monitor roll out of all international and regional systems and projects.
  • Design, implement, manage and maintain the network and computing resources including, LANs, WANs, Wireless Networks, workstations, etc. across the country (NO and facilities),

to ensure compatibility with ICT standards and integration with SOS IT system.

  • Direct and coordinate outsourcing of specific technical and maintenance tasks to external technicians as required.
  • Work closely with HROD for ICT capacity building for non-IT staff and ICT security trainings. Work closely with the National PD team by supporting projects in selection, implementation and on-going operation and maintenance of ICT4D solutions.
