Purpose of the jobThe purpose of the job is to provide guidance to the Liberia National Red Cross Society in the assessment and prioritization of National Society Development needs and in the development of strategies, systems, and structures to address these needs and to build a more solid and sustainable organization.
LocationNational Headquarters (the post holder will be expected to travel out of location for official purposes).

What does the job holder plan?

  • Organisational Development, the part of NSD Officer’s work that focuses on fundamental issues within the National Society: its mandate, legal base, identity, long-term strategic direction, basic organisational model, leadership drive, capacity to anticipate and adapt, and the relationships between different parts of the organisation or between the National Society and its environment, including the auxiliary role. Organisational Development recognizes the interconnectedness of a National Society’s different functions and levels, and their influence on performance and impact.
  • Capacity Strengthening / Enhancement; the part of NSD Officer’s work that focuses on improving existing services and capacities by making them more impactful, effective, widespread and better related to the National Society mandate and mission. This includes both strengthening areas of work that focus on community resilience and empowerment as well as strengthening underpinning systems, procedures and tools.
  • Other tasks are:
  • Support the Chapter in reaching the characteristics of well-functioning field offices, with particular emphasis on the following:
  • Develop the skills and competencies of FOs and Chapter governance members on NS governance issues.
  • Strengthen Movement coordination and cooperation and contributing to the development of the Operational Movement Coordination tools
  • Contribute to knowledge development and shared learning within the NS, and with external institutions and networks
  • Working with the chapters to assess, plan and leverage resources and capacities in the 15 chapters to support the NS strategic objectives
  • Pro-actively engaging and collaborating with local authorities and partners to effectively support the chapters in achieving the NS strategic goals
  • Working with the FOs to create relevant tools including databases for tracking volunteers of the NS
  • Working with donors, PNs and other partnership which direct resources to programs/projects in the 15 chapters.
  • Strong analytical skills and capacity to translate analysis into strategy and planning.
  • A very good experience in tracking record and managing people, networking, influencing and negotiating and building relationships effectively and inspiring others including the membership, governments, other agencies, and own peers, staff, and partners
  • Experience in report writing, and developing budgets, of financial management to ensure compliance
  • Experience of working for the Red Cross/Red Crescent
  • Experience of management, coaching and training, and developing National Society, staff and volunteer capacity
  • Strive towards the achievement of the National Society’s mandate (mission) and Strategic Plan (2023 – 2027) in the country through effective managerial and lateral relationships and teamwork.
  • Ensure there is a clear-cut understanding of roles, responsibilities, lateral relationships, and accountabilities within the Programme Department.
  • Ensure senior-level participation/presence at related meetings, workshops, and consultations.
  • Perform other work-related duties/tasks and responsibilities as may be assigned by the Secretary-General.

What are the outputs and deliverables?

 

  • Produce a National Society Development Plan that highlights strategies to address fundamental issues of mandate, legal basis, identify, basic organizational model and leadership drive among others.
  • Produce a chapter development plan with emphasis on improving existing capacities and services, developing skills and competencies of Chapters’ leadership and volunteers to achieve well-functioning chapters.
  • In collaboration with the Resource Mobilization and Assets Manager, assess and produce a plan on how chapters can leverage available assets/resources in order to enable chapters to become self-sustaining and viable.
  • Working with the Freetown Cluster Office’s Senior National Society Development Officer, develop a plan to mobilize external support for LNRCS NSD activities.
  • Prepare and submit monthly updates highlighting activities, achievements and challenges. Submit quarterly reports that detail achievements and plans for the next quarter.
  • Presence and participation in relevant humanitarian coordination meetings and share reports of the outcomes of the meetings.
  • Liaise and network with government bodies and other actors (community-based organizations, national and international non-governmental organizations) in the humanitarian sector in the country to ensure that the Liberia National Red Cross Society is recognized as a leading contributor to the quality of humanitarian-related policy and programs in the county.

  • The post holder reports to the Secretary General of the Liberia National Red Cross Society.

  • Timely submission of good quality reports and other documents
  • Good relations with Government ministries and agencies, Movement Partners (IFRC, ICRC and PNs) and other partners (international and national) throughout the country, within the region and beyond.

 

  1. 6. What are the primary linkages (relationships) for this post?

 

The primary linkages for this post are:

 

  • All Branches Coordinators and Chapter Executive Committees as well as Field Officers in the various counties of the country.
  • All units (departments) at headquarters, in particular; Programme Department, Human Resource, Finance, Communication, Logistics (Fleet) and Internet Technology (IT).
  • Senior National Society Development Officer and the Cluster Officer in Freetown, Sierra Leone.

  1. Qualification and experience.
  • Formal education – University degree in Business Administration, Social Sciences, development studies or other relevant areas
  • Background in development and management studies; business, public administration; non-profit management
  • A Minimum of 5 years’ experience in the working environment similar to the requirements of the position
  • Experience in relation to organizational development and capacity enhancement, change management, and related aspects.
  • Previous experience in an International Humanitarian Organization and good understanding of the humanitarian environment.
