About the Project “Strengtening Artisanal Fishery”

The multi-Donor Action “SAFish – Strengthening Artisanal Fisheries” is financed by the European Union (EU) and the Federal Ministry for Economic Cooperation and Development (BMZ, Germany) and jointly implemented by GIZ as part of the Global Programme “Sustainable Aquatic Food’ and by Expertise France (EF). The main implementing partner at the government side is the National Fisheries and Aquaculture Authority (NaFAA) of Liberia. The project aims to create a more resilient and professional marine artisanal fish value chain, leading to improved livelihoods, creating jobs and driving blue economic growth. The overall objective is to unlock the full potential of marine artisanal fisheries by driving sustainable incomes, employment, social and economic inclusion and regional competitiveness, while protecting marine ecosystems and raising awareness for good fishery governance and practice. We will particularly encourage the inclusion and empowerment of women, youth and persons in vulnerable situations. We will enhance the capacities of NaFAA to manage the Small-Scale Fisheries on science and knowledge-based decision making in a participatory approach. We will help to improve fishing product quality and support market access and finance service access for fishing communities. At the regional level, we are aiming the harmonisation of fisheries policies in line with global commitments and the fight against illegal fishing will be supported. The overall duration of SAFish is 60 months.

GIZ in Liberia is currently seeking applications for the position of “Adviser – Access to finance and business development in fishing Communities” under the project SAFish. This position will play a key role in actively engaging with local fishing communities, working to enhance their awareness of sustainable fishing practices, and providing crucial support for the development and adoption of alternative livelihoods. Beyond this, the Advisor will be instrumental in building strong and collaborative relationships with community members, facilitating essential training sessions covering topics like business development and value chains, and fostering the growth of small-scale entrepreneurial initiatives. The adviser will closely collaborate with advisers on product quality improvement and TVET and will also coordinate with NGO’s and NaFAA on the empowering of collaborative management associations (CMA) in all coastal counties. Special attention will be paid on realizing women led business initiatives supported by micro-finance mechanisms (e.g. village savings and loan associations, VSLAs) in fishing communities. Enhancing business development options, linking blue jobs with artisanal fish-value-chains and linking potential entrepreneurs in the fishing community with financial service providers, capacitating fish mongers and organizing fish fairs are main responsibilities.

A. Responsibilities

The Adviser is responsible for:

• Managing an area of responsibility that forms part of the SAFish project, team agreements and/or agreements with the supervisor.
• Assisting project initiatives to provide professional advisory services to and cooperate with a broad range of target groups and stakeholders.
• Developing subject-related ToRs in alignment with the operational plan and feedback of supervisor and team.
• Advise supervisor on all tasks when implementing according to GIZ rules and regulations.
• Advise supervisor, team and partners in the field of project planning, steering and monitoring.
• Independently implementing, monitoring and reporting activities set by the project management.
• Assisting supervisor to identify day-to-day problems and suggest appropriate solution. B. Tasks 1.
• Planning, implementation and reporting of activities under Output 2.1 (Capacity development of fishing communities) and Output 2.2 (Access to finance) of the SAFish project in coordination with all stakeholders.
• Procuring topic related services for the project in accordance with GIZ rules and regulations and in close collaboration with the administrative team of the country office in Liberia (and Sierra Leone).
• Ensuring monitoring, evaluation and timely reporting of state of respective activities.
• Conduct a fundamental stakeholder mapping and gap analysis (in cooperation with consultants) in economic development of coastal communities, blue job creation and fish value chains.
• Organising fish fairs in collaboration with LAFA (Liberia Artisanal Fishers Associations), NaFAA, women associations and other stakeholders.
• Regularly exchanging and collaborating with communication officer and M&E officer of the project.
• Developing training curricula for enhancing financial literacy and business coaching.
• Designing workshop for and with business-oriented women, fish mongers and youth and innovative entrepreneurs.
• Develop business hubs for client-tailored financial services and knowledge dissemination for fishing communities.
• Organising national round tables and “nexus” events on blue economy business with multiple stakeholders while paying special attention to sustainable use and conservation of marine resources and marginalised fishing communities.
• Coordinating communication, facilitating collaboration, resolving conflicts, and ensuring smooth operations between different business parties to achieve mutual goals.
• Helping maintain positive relationships and represents the project’s interests professionally and effectively.
• Build and maintain strong relationships with stakeholders to support organizational goals.
• Representing SAFish at meetings, conferences, and other relevant events.
• Collecting relevant information and studies in the field of fish value chain, market developments and blue business in collaboration with the knowledge manager in the team.
• Contributing to external communication by publishing success stories and case studies (in close coordination with the project manager and communication officer).
• Maintain up-to-date records of subject relevant correspondence, agreements, and contact lists.

Other Duties/Additional Tasks The Adviser:

• Follows successfully internal GIZ learning curriculum on project management, compliance, security, equity, anti-corruption, rules and processes or other relevant training sessions (formal and on the job).
• Performs other duties and tasks at the request of management and urgent needs of the project after agreement with line manager.

1. C. Required Qualifications, Competences, and Experience

Academic qualifications

• BA/BSc in Business Administration, Economics, Supply Chain Management, Natural Resource Management, Fishery Science or a related field. Candidates should have a bachelor’s degree (or comparable). A master’s degree in related subjects is an advantage, but applicants with extensive relevant work experience in economic development will be considered equally.

Competencies, skills and professional Experience

• At least 3 (track recorded) years of professional experience in a comparable position.
• Former experience in development cooperation is an advantage.
• Extensive experiences with small-business holders training and empowerment.
• Experiences in women-led initiatives.
• Understanding of finance mechanism such as micro-credits, revolving funds and blue finance.
• Experience working with business and banking sector.
• Familiarity with economic situation and business opportunities in coastal communities.
• Knowledge of fish value chain, cool chain, (fish) product quality, marketing, market access.
• Familiarity with usual hard- and software (Windows xx, MS Office, statistic software), and eager interest in learning about GIZ specific software, AI and contemporary multi-media.
• Solid writing skills (reports, press release, multi-media contributions).
