About PREVAIL:
PREVAIL, or the Partnership for Research on Vaccines and Infectious Diseases in Liberia, is a clinical research partnership between the U.S. Department of Health and Human Services and the Liberian Ministry of Health.
Summary of Position:
The Network Director (ND) will oversee all PREVAIL research issues through interaction with PREVAIL staff, the PREVAIL Executive Committee, the PREVAIL Steering Committee (PSC), the Operations Management Team, and PREVAIL Principal Investigators to ensure the effective overall performance of clinical research activities. The ND will serve as liaison between the PSC, the POMT, and the PREVAIL Executive Committee (EC) to implement overall strategic vision for PREVAIL. The ND will communicate regularly and directly with TMG/HQ and collaborate with TMG’s Country Coordinator and other PREVAIL Leadership in ensuring the success of research activities..
Essential functions include, but are not limited to, the following:
 Ensure the effectiveness of the Operations and Management Team to ensure development and implementation of a comprehensive Operational Plan.
 Provide direction and management to ensure overall progress of PREVAIL protocols from concept manuscript to study outcomes.
 Guide the responsible Committees, Working Groups, Site PIs and Site Managers in management and execution of strategies to support operational execution of PREVAIL authorized protocols
 Identify unmet resource needs. Serve as liaison between PREVAIL and external collaborators on resource management.
 Provide management, leadership, support, and oversight to the Operations and Management Team, Working Group Leads, and the Site PIs and Managers. Provide performance reviews and disciplinary action per the established PREVAIL Authority Matrix.
 Serve as central point of coordination of communication among project staff and governance groups. Establish and maintain strategic relationships with and between partners, key stakeholders, and organizations within and external to PREVAIL
 Responsible for site selection for individual trials as well as the development and implementation of metrics to ensure the quality and timeliness of deliverables. Coordinate and supervise Phase II and III vaccine trial and treatment protocols.
 Build and maintain relationships with sites, investigators, clinical advisors and key opinion leaders as well as internal communication with both operational and functional groups. Direct and manage clinical research operations from initiation through delivery.  Establish and maintain contacts with all entities essential to the clinical trial development process. Liaise with all functional areas to ensure that the progress of trials is on track. Ensure adherence to timelines for implementing clinical trials.
 Ensure clinical research and regulatory strategies, policies, and procedures are maintained.
 Identify, attend key meetings, seminars, and conferences in order to promote the clinical research program network and identify areas for potential growth. Ensure training of all trials related personnel
 Overall responsibility for the provision of data to be used in various reports. Oversee the quality of data to be used for registration and partnering initiatives. Ensure that all submissions and reports are of the highest possible quality and serve to further product development.
 Develop and execute regulatory strategies that will expedite product development. Identify issues that may increase regulatory and corporate risk and propose informed strategies to address such risks.

Qualifications
 Education: Master’s degree or higher in health sciences required (e.g. MS, MSc, MPH, MBA); Doctoral degree in health sciences preferable (e.g. MD, PhD, DrPH, PharmD)
 Preferred Job-related Experience: At least three (3) years of relevant experience of conducting clinical trials; knowledge of the design, management and analysis of clinical trials and good clinical practices; knowledge of infectious diseases, including emerging infectious diseases.
 Additional Eligibility Qualifications: At least eight (8) years of relevant experience in development in a governmental, multilateral or civil society organization in a multi-cultural setting, including five or more years of senior-level management responsibilities in a challenging and complex organizational setting. Minimum of five (5) years’ experience managing staff in multiple levels of an organization, both management and individual contributor level staff.
