Job Title: Nimba County Manager

Project: USAID Liberia Foundational Skills Activity (FSA)

 

Program Overview

 

The Liberia Foundational Skills Activity (LFSA) is a United States Agency for International Development (USAID) funded program implemented by Chemonics International in Liberia. The project will work to increase the percentage of Liberian children accessing primary school and meeting government of Liberia learning standards.

 

Responsibilities:

The County Manager represents LFSA at the county level overseeing all activities in the respective county in collaboration with county education officials (CEOs), district education officials (DEOs), parent-teacher associations (PTAs), and other coordinating bodies in the designated/selected communities within Nimba county. The county program manager will lead the Nimba county office, and will supervise a team of technical specialists, a monitoring, evaluation, research and learning (MEL) specialist, operations, and finance staff delivering county-specific interventions. They are responsible for identifying priorities within communities, stakeholder engagement with local government, contributing to the LFSA learning agenda and supporting grantees in fulfilling activities within their respective work plans.

 

  • Responsible for the performance of staff and activity roll out in their respective county
  • Lead decision-making and problem solving for programmatic needs.
  • Contribute to the reporting on program progress and success stories resulting form activities within the county.
  • Oversee grant activity design, sub-award activity compliance, and monitoring of activities within the county, in collaboration with Monrovia based grants and subawards team and MERL team.
  • Lead the implementation of LFSA activities within the county.
  • Establish relationships and liaise with Ministry of Education staff in each district and school, community members, and other key stakeholders and partners within the county
  • Support the design and implementation of community engagement activities for grade 1 on-time enrollment
  • Oversee the distribution of teaching and learnings materials from warehouses to schools within the county.
  • Coordinate teacher professional development activities for schools and school administrators within the county.
  • Identify and mitigate potential issues and risks related to project implementation promptly and drive appropriate programmatic adjustments.
  • Ensure compliance with Chemonics policies and procedures and USAID rules and regulations related to human resources, procurement, grants, finance and administration, and subcontracting.
  • Ensure effective liaison between project staff and grant recipients; provide project grant recipients with technical advice and assistance as needed in areas such as financial management, procurement requirements, and implementation planning

 

Location of Assignment

The location of assignment is Nimba County, Liberia with travel throughout the program’s target six counties.

 

Supervision and Reporting

The County Program Manager will report to and be supervised by the Implementation Director or his/her designee.

Qualifications:

  • Bachelor’s degree in a relevant field required
  • Minimum of four (4) years of demonstrated experience in education activity implementation and management.
  • Extensive experience working with government officials and/or community-led organizations in Liberia.
  • Experience working with county education officials (CEOs), district education officials (DEOs), parent-teacher associations (PTAs), and other stakeholders in the respective county.
  • Strong ability to collaborate, build partnerships, and coordinate with host country governments, U.S. government agencies, the private sector, program beneficiaries, grantees, and sub-awardees.
  • Experience with grant management on international donor-funded development activities.
  • Proficiency with software such as Microsoft Office Suite.
  • Proficiency in English required.
