1. Introduction and Background

BRAC is an international non-governmental, non-profit development organization dedicated to poverty alleviation and community empowerment. BRAC operates in multiple countries and has been in Liberia since 2008, implementing programs in health, education, agriculture, microfinance, humanitarian assistance, and emergency response, regardless of race, religion, creed, or political affiliation. BRAC observes neutrality and impartiality in line with universal development principles and demands full and unhindered access in the exercise of its functions.

BRAC Liberia is currently implementing various programs across the country in collaboration with the government and partners.

As part of its initial procurement planning and market engagement process, BRAC Liberia is undertaking this Expression of Interest (EOI) exercise to identify potential vendors and service providers across various categories.

This exercise forms a preliminary step towards establishing framework agreements for the supply of goods and provision of services, aimed at improving efficiency, value for money, and timely delivery of program requirements.

Through this process, BRAC Liberia seeks to build a pool of capable vendors who may be invited to participate in subsequent competitive procurement processes.

2. Objective of the EOI

The objective of this Expression of Interest (EOI) is to:

• Identify and register interested and capable vendors and service providers
• Develop a database of potential suppliers
• Establish a shortlist of vendors for future procurement processes
• Shortlisted vendors may be invited to participate in RFQs, ITBs, or RFPs.
• Submission of an EOI does not guarantee shortlisting or contract award.

4. Eligibility Criteria

Applicants must:

• Be legally registered
• Have valid tax compliance
• Demonstrate relevant experience
• Have adequate technical capacity

5. Screening and Shortlisting (Ref Annex 1)

Submissions will be reviewed based on:

• Compliance with documentation
• Relevant experience
• Capacity

This is an initial screening only. Detailed evaluation will occur during bidding.

• BRAC may accept or reject any submission
• BRAC may invite additional vendors to ensure competition
• Only shortlisted vendors will be contacted

6. Notification of Results

Shortlisted vendors will be notified of the outcome of their EOI by 5^th April 2026. If this deadline has passed without notification, please consider your expression of interest not accepted.

7. Ethics and Compliance

BRAC has zero tolerance for fraud, corruption, and conflict of interest.
