Responsible For: County Nutrition Officers
Job Purpose: To support Concern Worldwide -Liberia in Country Programme with management and technical support role for the implementation of UNICEFWORKING TO IMPROVE NUTRITION AT SCALE (WINS) project aimed at improving nutrition service delivery, shaping positively the enabling environment for
nutrition and on raising demand for nutrition services. Work as a member of a larger team within strategic implementation of the nutrition specific and nutrition
sensitive intervention activities of Concern Worldwide Liberia’s integrated programmes currently includes ANSARM and PARTNERS, and LWC Irish Aid Project, which
covers the programme areas of operation in four counties, Grand Bassa, Rivercess, Sinoe and Grand Gedeh.
Responsibilities: Be responsible for the effective management of the project team and resources, ensuring smooth running of the project, promoting team work and
an environment that is conducive to delivering effective results as well as sharing of good practices and lessons learned, plan, monitor, verify and control the
optimum/appropriate use of program resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures
and donor commitments, standards of accountability and integrity and ensuring timely reporting and liquidation of resources, responsible for the delivery of key
interventions to address undernutrition and micronutrient deficiencies during the first 1,000 day, implementing these interventions at scale, including the use of
ready-to- use therapeutic foods to treat severe acute malnutrition (SAM) in community settings. Provide technical and organizational support in adopting multisectoral approaches combining nutrition-specific and nutrition-sensitive interventions to effect a more holistic sustainable response to improve child nutrition, while
also bringing ideas to these sectors, ensure the achievement of the project results according to the submitted plans, budget allocations and time frames as outlined
in the project document and approved budget, oversee and coordinate monitoring and reporting activities of the programme between the M&E and the CNO,
prepare mandated and key project reports for donors and to the MoH to keep them informed of program progress, build and strengthen strategic partnerships with
county and national nutrition/health sector government counterparts, national stakeholders and other NGOs through active networking and effective
communication to build capacity, exchange knowledge/expertise and/or promote cooperation and alliances to achieve WINS program goals, coordinate support
from the concerned nutrition staff at UNICEF’s Country office and work closely with partners working in the 4 districts of implementation, contribute to effective
communication and visibility of results;
Provide technical support to the project’s County Nutrition Officers on program delivery to strengthen the government county level nutrition capacities, provide
technical support to the MOH in the development of stunting strategy at the national level and to the county multi-sectoral nutrition plan, including nutrition
information systems, actively monitor programs/projects through field visits, and/or exchange of information with the county health teams,
other nutrition partners/stakeholders to assess progress, identify bottlenecks potential problems and take timely decisions to resolve issues and/or refer to relevant
officials for timely resolution. Coordinate submission of county nutrition officer reports, review them for quality and completeness, and consolidate and finalise
reports in collaboration with the project M&E staff. Support the preparation of the official consolidated annual report, including analysis of inputs and results,
providing technical support in documenting innovative experiences and lessons learnt in the course of the management of the nutrition project, managing the
project resources mobilization, donor funding reporting and funds management, participate in program strategic discussions/planning to provide technical
advice/contribute to policy discussions and agenda setting to promote health/nutrition interventions especially in and the areas of gender, emergency preparedness
and maternal, newborn and child health, participate to emergency preparedness program development and contingency planning and/or to respond to emergencies
in country or where designated, identify approaches/interventions, which hold promise for good practice documentation and programme learning and provide
inputs into the project reports.
Experience & Qualification: To be able to execute the described roles and responsibilities effectively and efficiently, the position requires:
Advanced University degree in Nutrition and/or Public Health; Advanced University Degree in other related Health disciplines
At least 7 years professional experience in nutrition and/or public health with particular focus in project development, program planning and management
At least 5 years professional experience in relevant areas of nutrition management, nutrition surveys, maternal, newborn and child health care, micronutrient
deficiency control and prevention
Strong analytical and communication skills, ability to work independently with minimum supervision, excellent oral communication skills, high-level reportwriting skills. Co-ordination, networking and representative skills are essential for this post
,
previous experience implementing UN system agency funded programs is an asset,
Competencies in Leading and supervising, formulating strategies and concepts, analysing, relating and networking, deciding and initiating action, applying
technical expertise are desirable.
