The United States Agency for International Development (USAID) awarded the Liberia Local Empowerment for Accountability and Decentralization (LEAD) Activity to DAI Global LLC for a duration of five years, spanning from May 19, 2023, to May 18, 2028. The primary aim of this initiative is to enhance the capacities of targeted Ministries, Agencies, and Commissions (MACs) and local governments. This is to be achieved by formulating and administering effective tax policies, improving budget transparency, advancing decentralization, and delivering quality services at the sub-national level through three main objectives:

  • Objective 1: Improving Domestic Resource Mobilization (DRM),
  • Objective 2: Enhancing Budget Transparency, consisting of three sub-objectives, and
  • Objective 3: Improving Local Development and Service Delivery.
  1. Objectives of the assignment

Leads all Objective 3 activities at the national, county, and city levels. Oversees capacity building interventions focused on enhancing core competencies of counties and cities, improving sub-national PFM systems, and building local government processes for citizen engagement as mended in the LGA. Oversees Senior Local Governance Capacity Building Officers and Citizen Participation Officers. Collaborates with Grants Manager in grant design.

 

  1. Tasks & Responsibilities
  • Design, implement, and oversee technical activities related to Objective 3, including improving local government capacity, improving sub-national DRM and PFM systems, and increasing citizen engagement in local governance in partner counties/cities.
  • Work with national institutions such as MIA to develop and update decentralization regulations and procedures in line with the LGA Implementation Plan and support the rollout of the administrative decentralization aspects outlined in key GOL instruments such as the Revenue Sharing Law, Amended Revenue Code, and Amended PFM Law.
  • Support the selection of target counties and cities in coordination with COP and other staff.
  • Lead county and city systems, capacity, and perception assessments and provide guidance to subcontractor HOT and GeoPoll over the course of the project. This also includes support to tailor the LEGIT Municipal Capacity Assessment Tool (MCAT) and the City Capacity Assessment Tool (CCAT) to the needs of GGA.
  • Work with the Technical Advisor, COP, and Objective leads to guide the development of the Policy Implementation Roadmap
  • Oversee sub-national capacity and systems strengthening including implementation of sub-national systems improvement roadmaps tailored to MCAT and CCAT findings.
  • Contribution to client deliverables such as the preparation of reports, inputs to thematic notes and knowledge and learning events.
  • Work with the grants staff, CSO grantees, and technical team on designing grant concepts for Objective 3, reporting and collecting required data for project reporting and to monitor the progress, success stories, and impact of the grantee’s performance under GGA.
  • Directly supervise Senior Local Governance Building Officers and Citizen Participation Officers in the 3 counties as well as STTA related to Objective 3, including the Sub-National PFM Advisor.

  1. Qualifications
  • A post graduate degree in social sciences, governance, international development, public administration, public financial management and/or other related fields.
  • Particular knowledge and familiarity with Local Governance Act and the Decentralization of fiscal transparency and accountability is a major asset.
  • Familiarity with county and city ordinances and laws and regulations governing their roles and responsibilities is an added value.
  • Familiarity with domestic revenue mobilization strategy and revenue sharing bill as well as tax policies is a major asset.
  • Demonstrated ability to create and maintain effective working relations with diverse stakeholders including government personnel, stakeholders, non-governmental organizations, and private sector partners, and international donor agencies, academia, and local communities.
  • Effectively conveys information and expresses thoughts professionally orally and in writing, demonstrates effective use of listening skills and displays openness to other people’s ideas and thoughts.
  • Demonstrated successful working experience in adaptive management
  • Demonstrated experience and understanding of public sector management, public service delivery, stakeholder mobilization and engagement, policy advocacy, citizen engagement, and organizational systems strengthening.
  • In depth understanding of and ability to effectively function in east Africa’s political, cultural, and social landscape, as well as a proven track record of working effectively with host country governments are various levels

Experience identifying and assuring the quality of work underdone by short-term technical experts.
