Job Title: Operations Specialist

 

Project: USAID Liberia Foundational Skills Activity (FSA)

 

Program Overview

The Liberia Foundational Skills Activity (LFSA) is a United States Agency for International Development (USAID) funded program implemented by Chemonics International in Liberia. The project will work to increase the percentage of Liberian children accessing primary school and meeting government of Liberia learning standards.

 

Principal Duties and Responsibilities

The Operation Specialist will support the LFSA project in the implementation of activities in accordance with USAID and Chemonics rules and procedures. He/She will directly support the operations department with all tasks.

 

As the Operations Specialist for the Liberia Foundational Skills Activity, the employee is responsible for the following principal duties and responsibilities:

  • Support the development and maintenance of core administrative and logistics systems to ensure compliance with USAID and Chemonics procedures.
  • Support the Operations and Finance Director in the planning, implementation, and financial management of field activities.
  • In support of the Operations and Finance Director, ensure good practice in the management of the office’s operating petty cash.
  • In support of the Operations and Finance Director, ensure good practice in the management of the office’s consumable store (office and activity supplies; cafeteria and maintenance supplies etc.)
  • Supervision of operations assistant
  • Prepare all administrative and financial forms according to USAID and Chemonics procedures necessary for the implementation of project activities.
  • Support the technical staff in implementing their operational action plan (preparation of budgets, monitoring the availability of funds and reconciliation of advances on activities).
  • Maintain office calendar, arrange meetings with external stakeholders and project partners, disseminate meeting minutes
  • Perform any other administrative tasks assigned by the supervisor to ensure effective support to the project.

 

 

Qualifications

  • Bachelors degree in public administration, business administration, procurement, management or similar field is preferred
  • Minimum of 5 years of experience working in operations management or a similar role
  • Experience working with donor-funded projects preferred, in particular USAID funded programs
  • Experience in the following areas are preferred: procurement, finance, logistics, event planning, office management, communications, program management, and monitoring and evaluation
  • Ability to work independently, take initiative and ability to meet deadlines with attention to detail and quality.
  • Strong written and oral communication skills.
  • Proficiency with software such as Microsoft Office Suite applications.
  • Fluency in written and spoken English

 

Level of Effort and Location

This long-term position will be based out of Monrovia, Montserrado County, Liberia.

Supervision and Reporting

The Operations Specialist will report to and be supervised by the LFSA Operations and Finance Director. He/She will be responsible for the supervision of the Operations Assistant.
