In line with Orange Liberia’s vision to increase digital, financial, energy, and social inclusion, Orange Money Liberia (OML) is a financial institution licensed by the Central Bank of Liberia under CBL License N°0318 providing directly or through partnerships an innovative, mobile digital portfolio of services and solutions that allows customers to carry out simple financial transactions (deposit, send or receive money, pay goods and bills, etc.) as well as banking & insurance services (Bank to Wallet, international remittances, micro loans, micro insurances, savings, etc.) in total security.
Main responsibilities:
In a fast-evolving global mobile financial services industry and in a very challenging Liberian market, the CEO provides effective vision, strategies, and tactics for the company’s leadership of the market through sustainable growth, financial stability, and team leadership while respecting ethics and regulations.
Technical Activities:
- Strategic Leadership of the market
- Collaborates with the Shareholder (s), the Chairman, and the Board of Directors to set and implement the overall strategy of OML;
- Manages and leads the development of OML’s short and long-term goals, objectives, and strategies;
- Plans formulates, and recommends for the approval of the Board of Directors policies and programs that will further OML goals, objectives, or strategies;
- Oversees alignment between strategic priorities and resource allocation, and ensures consistent, transparent, and well-supported decision-making;
- Leads OML’s business growth in a profitable and sustainable manner through resourceful people, capitalizing on superior assets and innovation, and operating in a socially responsible manner;
- Provides leadership and vision to manage the company in the best interests of all its shareholders.
- Governance
- Presents regular reports on the status of the OML’s operations to the Board of Directors and to company staff;
- Complies with all reasonable and lawful directions and policies received from the Board;
- Ensures that the Board of Directors is fully informed of OML conditions and of all-important factors influencing it;
- Attends all meetings of the Shareholders, Board of Directors, and executive committee;
- Provides the Board of Directors assurance that proper systems are in place to identify and manage business risks and that such risks are acceptable to the company and are within the guidelines established by the Board.
- Oversees the operational management and business activities
- Provides general supervision and management of the company’s day-to-day affairs within the guidelines established by the Board, consistent with decisions requiring prior approval of the Board and the Board’s expectations of Management;
- Reviews the financial results of all operations, comparing them with the company’s objectives and taking appropriate measures to correct unsatisfactory performance and results;
- Overseeing all operations and business activities to ensure they produce the desired results and are consistent with the overall strategy and mission;
- Responsible for the P&L of OML: ensure that OM meets its revenue target as well as ensure that its expenditures are within the validated annual budget;
- Manages revenue, expenses to maintain the consistent growth of the business;
- Monitors OM KPIs on a daily, weekly, monthly, and quarterly basis;
- Organizes regular review meetings with OM and Orange Liberia Management;
- Maintains a deep knowledge of the mobile money, digital, and financial inclusion markets;
- Reviews financial and non-financial reports to devise solutions or improvements;
- Oversees the company’s fiscal activity, including budgeting, reporting, and auditing.
- Identifies and addresses problems and opportunities for the company;
- Maintains a good working relationship with Orange Group, Orange Côte d’Ivoire Cluster, and Orange Liberia.
- People and team leadership
- Leads, motivates team, and create an environment that promotes great performance and positive morale;
- Recruits, develops, and manages a talented staff, and inspires a performance-driven culture of transparency, accountability, and commitment to OML and its missions;
- Develops a strong organization with the right people in the right positions;
- Promotes communication and cooperation among departments to create a spirit of unity in the organization;
- Defines staff duties, establishes performance standards, conducts performance reviews, and maintains competitive salary structure;
- Builds a positive and productive culture in the workplace by listening to employee opinions, making adjustments, and recognizing the team’s accomplishments;
- Leads by personal example and encourages all employees to conduct their activities in accordance with all applicable laws and the OML’s standards and policies;
- Evaluates the work of OM staff;
- Develops relationships with staff that encourage effective communications and team building leading to quality outcomes and organizational effectiveness;
- Holds the staff of the company responsible for the execution of their various duties.
- Partnership and Representation
- Acts as the primary spokesperson of OML and represents it in public;
- Sets the tone for company image and culture;
- Communicates, on behalf of OML, with all the stakeholders, (Government, Regulators, investors, clients, etc.);
- Builds trust relations with key partners and stakeholders and acts as a point of contact for important shareholders;
- Maintains effective relationships with other organizations, both public and private, and ensures that OML positions are enhanced in accordance with the policies and objectives of the organization;
- Identifies new business opportunities and builds alliances and partnerships with other organizations.
- Ensures OM compliance with all applicable laws, rules, regulations, and standards
- Ensures and supports the implementation of Orange Group and OML Compliance Program and Zero Tolerance to corruption;
- Ensures and supports the implementation of OM AML/CFT requirements and policies;
- Identifies and manages risks that could impact OML and assures that all legal and regulatory documents are filed and monitor compliance with laws and regulations;
- Provides leadership to Management in support of the company’s commitment to Corporate Social Responsibility.
- Undertakes other duties as requested by the Shareholders, the Chairman of the Board, and the Directors.

Candidate requirements:
- Bachelor’s degree or master’s degree in a relevant discipline or MBA and justifying at least 5 years of experience as CEO or in another director/manager position
- Knowledge of profit and loss, balance sheet and cash flow management, and general finance and budgeting
- Thorough understanding of mobile money, financial and digital inclusion, telecommunications market
- Ability to understand new issues quickly and make wise decisions
- Ability to inspire confidence and create trust
- Analytical mindset and problem-solving orientation
- Excellent communication and public speaking skills
- Excellent interpersonal and leadership skills
Other Requirements
Good knowledge of the Liberian Mobile financial market is a must, Fintech activities, telecom market
