FUNCTION SEGMENT: ITN Operations
Role Summary/Purpose
- Ensure compliance with contractual clauses and guaranteed service levels on Outsourcing contracts with ZTE
- Implement the processes and procedures inherent in outsourcing contracts with ZTE
- Identify and escalate problems and risks.
- Provide expertise and support in Network Operations and Projects involving ZTE
- Propose QoS improvement plans and secure OLIB’s financial interests in the execution of Managed Services (MS) with ZTE, and L3 support.
Main ACTIVITIES
Technical activities:
- Implement the processes and procedures inherent in the outsourcing contracts, L3 support contracts;
- Ensure the execution of the MS (Managed Service) contract by MS Provider (ZTE);
- Negotiate any required contractual changes between OLIB and the MS Provider (ZTE);
- Ensure that all services are delivered in accordance with the objectives agreed;
- Ensure with the SMC & NOC and the Business Departments that the availability of the services provided corresponds to the objectives set in the SLAs;
- Monitor compliance with the WLAs relating to problem resolution;
- Participate with the SMC & NOC in the diagnosis and resolution of incidents and problems related to the availability of services;
- Monitor and validate MSP (ZTE) performance reports (KPI’s and contract PI);
- Calculate penalties and ensure penalties are applied for non-compliance with contractual commitments by the MSP and third parties
- Provide expertise and support in Network Operations and Projects involving ZTE (planned work activities, network rollout, software upgrades and parameter changes, troubleshooting, debugs, etc. are performed accordingly)
- Ensure the transfer of competence from the MSP to OLIB staff
- Reporting of KPI to the group including NUR-T, NUR-B
Administrative and organization activities:
- Follow budget commitments and maintenance contracts with the vendor/supplier
- Ensure the forecasting and budget management of the outsourcing contract
- Evaluate the financial impact of contract modification requests
- Ensures the consistency of invoices issued by the MSP (ZTE)
- Direct manager of his team, including, but not limited to, onboarding, training, discipline actions, terminations, appraisals, performance management, etc.
- Communicates and coordinates regularly with his line Manager on the performance of short and long-term goals
- Keep his line Manager informed of important developments that may affect the one-time completion of workflows and conform workflows to changes as needed
- Elaborate and ensure the regular diffusion of KPIs and Dashboard
- Knowledge sharing in order to increase the technical skills of other teams involved in deployment and operations activities.
- Draft procedures on the main activities of his domain.
SKILLS/QUALIFICATIONS / REQUIREMENTS
- University degree: Faculty of Electronics, Telecommunications and Information Technology (BSc Minimum) or in a related field or equivalent experience
- 5+ years of telecommunications or related experience and 3+ years of supervisory experience in a related field
- Experience working collaboratively, including collaboration within a team, cross-functionally across various projects, and with stakeholder groups of varying sizes
- Ability to present written and oral messages effectively to accomplish project goals
- Organizational skills, including the organization, management, and tracking of multiple projects with frequently changing priorities in a fast-paced work environment
- Ability to focus on results, including a demonstrated ability to be proactive, results-driven, and a self-starter with a high degree of professionalism in a professional environment
- Attention to detail, including the ability to work accurately with attention to detail on workflows, messaging, marketing materials, presentations, and written communication
- Very good knowledge of ZTE products and services
- Technical skills and tools, including actively seeking training and tools to improve project management and workflow
- Project Management Certification is a plus
- Proficient knowledge of Microsoft Office (Word, Excel, Outlook, PowerPoint)
- A high level of time management, accountability, and prioritization skills
- Self-motivated, goal-oriented, and driven to accomplish department goals
- Ability to be organized, problem-solve, and be solution-oriented
