Job Title: Partnership Liaison

Project: USAID Liberia Foundational Skills Activity (FSA)

 

Program Overview

The Liberia Foundational Skills Activity (LFSA) is a United States Agency for International Development (USAID) funded program implemented by Chemonics International in Liberia. The project will work to increase the percentage of Liberian children accessing primary school and meeting government of Liberia learning standards.

 

Principal Duties and Responsibilities

 

  • Lead LFSA development of partnerships across all activities
  • Support relationship building with communities and the private sector to obtain pledges for support in scaling ideas for on-time enrollment
  • Support partnership development with the Ministry of Education at central, country and district levels for implementation of activities across all four LFSA result areas including Result 1 on Time enrollment, Result 2 appropriate placement and accelerated learning, Result 3 teaching and learning materials, and Result 4 teacher capacity strengthening
  • Lead development of partnerships and memorandums of understanding (MOUs) with diaspora networks and private sector firms to receive and distribute direct financing and in-kind contributions to help families cover the costs of schooling
  • Liaise with community mobilizers, community education monitors, and other community leadership entities such as parent-teacher associations (PTAs) to increase demand and engagement for on time enrollment, teaching and learning materials, and teacher professional development
  • Support project external and internal communications, particularly regarding partnerships
  • Support the annual, quarterly, and monthly planning and reporting on activities that involve the development and management of partnerships in support of all four LFSA result areas
  • Coordinate with the Monitoring, Evaluation, Research, and Learning (MERL) team on MERL related to activities that involve the development and management of partnerships in support of all four LFSA result areas

 

Location of Assignment

The location of assignment is Monrovia, Liberia with travel throughout the program’s target six counties.

 

Supervision and Reporting

The Partnerships Liaison will report to and be supervised by the Deputy Chief of Party or his/her designee.

Qualifications

  • Bachelor’s degree required, in project management, education or related discipline required, Master’s preferred.
  • Minimum of seven (7) years of experience in education activity implementation and/or partnership development
  • Experience working with donor-funded programs preferred
  • Previous field operations experience desired.
  • Experience and ability to effectively supervise staff.
  • Ability to work with cooperating partners in implementing complex programs.
  • Demonstrated leadership, versatility, and integrity
  • Strong interpersonal, written, and oral communication skills.
  • Proficiency with software such as Microsoft Office Suite.
  • Fluency in written and spoken English.
