Job Description

In Montserrado County, Nimba and Lofa counties the IRC has been working in partnership with the Ministry of Gender, Children, and Social Protection, Ministry of Health and the SGBV crime unit (MOJ) in ending Violence Against Women and Girls in Liberia and bring men and stakeholders on board in serving as allies to women and girls and creating safer communities for all.

JOB OVERVIEW:

The Partnership Officer will be based in Monrovia at 30% of the time, with up to 70% travel in Lofa and Nimba Counties. The Partnership Officer will be supervised directly by the Women’s and Child Protection and Empowerment (WCPE) Technical Coordinator with dotted line supervision from key staff, including Programs, Supply Chain, Human Resources, Finance, and Monitoring and Evaluation team members. The Partnership Officer coordinates day-to-day WCPE and local sub-award partner activities in Montserrado, Lofa and Nimba counties. The successful candidate will design the sub-award partner scopes of work (SOWs) and will develop and monitor standard operating procedures (SOPs) for these partners. The Partnership Officer will work directly with the WCPE and partnership teams, provide administrative oversight to ensure that routine activities meet standard practices and meet the needs of beneficiaries, and participate in community engagement and advocacy activities to ensure quality service delivery.

The successful candidate will be expected to support sub-grantee partners with following the Raising Voices project work plan, and completing all required financial documentation and contractual obligations. The Partnership Officer will support capacity development for sub-award partners. They will liaise between the partners and the IRC over the period of performance.

SPECIFIC RESPONSIBILITIES

  • In collaboration with WCPE coordinator, finalize partner pre-award assessment results, and jointly develop partner project support plans, trainings, and workshops.
  • Work with programs, finance, and grants teams to organize and facilitate grants opening meeting between partners and IRC, conduct sub-award review meetings, and provide routine feedback to partners.
  • Work with the IRC finance, program, and grants teams to conduct partner’s sub-award review meetings, conduct monitoring and supervision visits, and provide feedback to partners.
  • Support partners with the work plan development and review processes.
  • Support finance and grants staff to conduct financial and sub-award monitoring and support visits.
  • Work with the WCPE Technical Coordinator to facilitate stakeholder experience sharing meetings.
  • Review and provide feedback on partner progress reports.
  • Provide coaching, mentorship, and problem-solving support to partner program staff.
  • Contribute to quarterly program progress donor reporting.
  • Support partners with preparing monthly and quarterly narrative and financial reports and other knowledge management activities.
  • Perform other duties as assigned by the WCPE Coordinator.

FINANCIAL AND LOGISTICAL RESPONSIBILITIES

  • Ensure that financial and project documents are properly filed and verified on a monthly basis by the WCPE Coordinator and Senior Program Coordinator.
  • Communicate program progress, constraints, needs identified and any other matters pertaining to the operations of the program to supervisor
  • Communicate logistical needs to supervisor and ensure adherence to all relevant IRC policies.
  • Ensure adherence to IRC Finance and Logistics Policy.

BENEFICIARY ACCOUNTABILITY

  • Work with the partners taking into account the partnership principle and confidential feedback.

REPORTING

  • Submit weekly plans and progress reports to the WCPE Coordinator.
  • Compile and submit comprehensive narrative monthly project reports to the WCPE Coordinator.
  • Work with the WCPE Technical Coordinator to ensure that all internal (IRC) reporting requirements are met and that reports are of a high quality and submitted on time monthly/quarterly

OTHER DUTIES

  • Foster a sense of team spirit among program staff.
  • Ensure the protection of beneficiaries from sexual exploitation and abuse as per the IRC Way.
  • Perform other tasks requested by the WCPE Technical Coordinator.
  • Assure all partnership activities reflects the principles of GBV response and prevention, including confidentiality.

Qualifications

  • University Degree in Sociology, Education, Development Studies, Gender, or related field required.
  • At least four years’ professional experience in women’s protection, child protection, and/or economic empowerment required.
  • Experience in sub-grant partnership management with local NGOs and/or CBOs.
  • Excellent written and oral English skills.
  • Fluency in MS Word, Excel, and PowerPoint.
  • Commitment to accuracy and meeting deadlines.
  • Personal qualities: works well with others and promotes teamwork, comfortable in a multicultural environment, flexible and able to handle pressure well, possesses excellent coordination and problem-solving skills.
