Job Title: Peacebuilding Monitoring, Evaluation, Accountability and Learning (MEAL) Officer Duty station: Monrovia, with regular travel in Liberia.

Reports to: ZOA Liberia Manager of Programme Quality

ZOA, as an international NGO, supports those affected by violent conflicts, natural disasters, and chronic poverty in fragile states, irrespective of race, gender, ethnicity, religion, or age. By working alongside communities, we contribute to signs of hope and restoration, supporting people to overcome hardship and rebuild their lives. The work of ZOA is coordinated from the Netherlands. ZOA is active in multiple countries in Africa, South America, the Middle East Region, and Asia.

ZOA works in Liberia since 2003. It provides support to communities that have been affected by the 14 years of civil war, Ebola and the COVID-19 pandemic. ZOAs key areas for intervention in Liberia are Food Security and Livelihoods (e.g. agricultural value chain development and home-grown school meals) and peacebuilding at community and national level (e.g. socio-therapy, reconciliation, early warning and early response, conflict prevention and resolution, women and youth empowerment). Inclusion, participation and sustainability are emphasized to achieve lasting positive change.

ZOA is currently looking for an experienced Peacebuilding MEAL officer.

Job Description:

Support the development and implementation of M&E system;

Responsible for the development of M&E tools and roll-out to implementing partners and field staff;

Support and develop processes to capture learning in the projects and encourage cross learning within ZOA’s peacebuilding programme and amongst project stakeholders; Develop, implement and monitor accountability mechanisms;

Contribute to the design of M&E tools for assigned projects;

Ensure that all required MEAL data required for donor reports is collected and analysed; Contribute to the formulation and writing of proposals and reports;

Monitor compliance against MEAL requirements;

Keep ZOA’s MEAL files up to date and ensure that all relevant MEAL documents are saved and filed;

Advise and provide support to ZOA programme staff as required on the implementation of MEAL plans;

Directly conduct baseline studies, evaluations and data collection as required; Provide support in project evaluations by external consultants by sharing baseline information, tools and other relevant data;

Collect and organise existing ZOA Liberia MEAL tools and resources and share as needed; Contribute to the development of MEAL capacity in the field through field missions, dedicated remote support, training and resource sharing as needed;

Provide capacity building on MEAL and programme quality aspects to partner organizations as requested;

Support the mainstreaming of cross-cutting themes, such as conflict-sensitivity, gender, power and accountability and provide support to project stakeholders on these topics. Collect stories of project participants and use these for high quality external publications and learning documents.

Qualifications:

At least five years of community focused experience working for a non-governmental organisation or civil society organization in Liberia;

A university degree in Social Sciences, Education, Anthropology, Public Health, Development Studies, Psychology, Community Education, or other related field;

A proven track record in Monitoring and Evaluation;

Knowledge and experience in peacebuilding in Liberia, and in gender, conflict sensitivity and the Core Humanitarian Standards (CHS);

Good data analysis, data visualization and report writing skills.

Skills and Experience:

The successful candidates will have proven competencies and/or technical knowledge in M&E, as well as good analytical and organisational skills, and proven self-management skills as the post will sometimes be managed remotely. The candidates must have high quality written and verbal communication competencies.

In addition, the following skills and competencies are required:

Advanced excel knowledge and skills;

Knowledge of and experience in the use of digital data collection tools;

Excellent facilitation, communication and interpersonal skills;

Command of both spoken and written English;

Knowledge of the usual computer software applications;

Ability to work under pressure and in remote towns and villages across Liberia Terms of Employment:

The Peacebuilding MEAL officer position is a fulltime position. Only applications of Liberian nationals are accepted. The successful candidate will be contracted for an initial one-year period, with possibility of extension. The position is based in the ZOA office in Monrovia but involve regular field-visits to communities and towns across Liberia. The preferred start date is 15 August 2021.
