Job Summary

FHI 360 is seeking a People & Culture Officer for the Liberia Country Office. The People &

Culture Officer will deliver professional-level P&C services for the country office, supporting staff

and managers in the areas of recruitment, employee relations, performance management,

benefits, and compliance. This role works closely with the P&C Manager, Liberia to ensure policies

are applied consistently, contributes to process improvements, and guides staff.

Accountabilities

  • Assists in the recruitment processes from requisition approval to onboarding.
  • Works closely with the P&C Manager in advising employees and supervisors on policy

interpretation and application.

  • Assists with performance management processes, including goal-setting and reviews.
  • Support the development and implementation of organizational P&C programs
  • Coordinates learning and development activities
  • Ensures compliance with labor laws and FHI 360 policies.
  • Assist to maintain an up to date and accurate staff records and hard-copy and e-filing

systems.

  • File all other P&C-related documents appropriately.
  • Perform other duties as assigned.

Applied Knowledge & Skills

  • Strong knowledge of local employment law and HR best practices.
  • Ability to provide policy guidance and resolve employee concerns.
  • Proficiency with HRIS systems and reporting tools.
  • Strong interpersonal and conflict resolution skills.Page 2 of 2

Problem Solving & Impact

  • Resolves moderately complex P&C issues with limited supervision.
  • Recommends process improvements to enhance service delivery.

Supervision Given/Received

  • Reports to the P&C Manager, Liberia.

Education & Experience

  • Bachelor’s degree in HR, business, or related field required.
  • 3–5 years of progressively responsible HR experience.

Travel Requirements

  • Up to 10% domestic travel.
