We are looking for a Planning Monitoring and Evaluation Officer to join our team in ForumCiv Liberia!

In anticipation of a 4-year grant from Sida as part of our Programme, ForumCiv’s Country Office in Libera is looking to recruit three Planning Monitoring and Evaluation Officer who should have knowledge of Project Management in general, with special focus on proposals, concepts and gender mainstreaming of ForumCiv Programme.

The Officer will be based at the ForumCiv Liberia Country Office in Gbarnga, Bong County and reports to the Programme Manager.

The position is a full-time position with starting time in January 2022, or as agreed. Position description is as below.

Areas of responsibility

  • Assess intervention applications and reports in accordance with ForumCiv’s framework for sub-granting and recommend decision to Grants Committee.
  • Monitor geographic contexts and/or thematic trends relevant to the sub granting portfolio and prioritised areas of ForumCiv.
  • Contribute to method development and learning and/or
  • Plan and facilitate capacity building activities and/or
  • Participate in production of communication- and capacity development material and/or
  • Contribute to ForumCiv’s overall application and reporting processes to donors and/or
  • Lead and/or participate in cross-programme development work. In liaison with the Programme Manager, plan for the ‘Our Land’ programme activities and following up on their implementation. With the support of the Programme Manager, review and approve grantee groups proposals, Reports, etc.
  • Coordinate with key stakeholder including civil society organizations, line ministries and agencies of government for realization of the results of the programme.
  • Conduct programme monitoring and tracking of key activities as per the work plan to ensure that they are implemented according to plan and linked to the overall results framework.
  • Prepare appropriate progress reports and sharing with Programme Manager
  • Follow-up results frame works, performance monitoring and evaluation plans for partners and/or grant proposals, including the harmonization/standardization of indicators, data collection methodologies, timelines, measurement tools, analysis, and reporting protocols.
  • Participate to the development of grant proposals and donors’ reports writing and reviewing to ensure that proposals, reports and any other project documents capture progress, effectiveness, and impact of activities.
  • Support the utilization of Dira and Sopal in enabling systematic and efficient grant management.
  • Institute and train staff and partners in the use of electronic data management tools
  • Lead and support programme and partner staff in the implementation of all M&E activities throughout the ‘Our Land’ program cycle, providing hands-on technical assistance in the development and implementation of M&E systems and tools; results frameworks, proposal and report submissions.
  • Support in developing ToRs, recruiting evaluators, technical oversight and support to Programme evaluations.
  • Lead on the overall design and implementation of monitoring and evaluation activities including conducting Baseline, Mid-Term and Endline studies, amongst other assessments.
  • Consolidate relevant data and perform data analysis with charts, graphs and tables using Excel/SPSS etc. including production of descriptive statistics on the output and outcome indicators, aggregation, and disaggregation of results.
  • Coordinate development of training materials and support the organizing of workshops and associated activities for the capacity building regarding M&E components of the ‘Our Land’ Programme.
  • Identify training needs and support capacity development in M&E skills, including mentoring as necessary, for program and partner staff.
  • Support the mid-term and end-term programme evaluations of the programme
  • Other tasks related to the work in the unit and delegated by Head of Unit.
  • Contribute to the organisational learning and development of ForumCiv in general, and of the unit and programme in particular Contribute to a constructive and good work environment in ForumCiv in general, and in the unit in particular.

Qualifications and capacity required

  • Relevant academic degree in Development Studies, statistics, Social Science, Programme management, or equivalent qualifications obtained in another way.
  • Minimum 5 years of work experience in the development sector. Good understanding of the role of the civil society for/in development. Good ability to combine theory with operational

work and perform qualified analysis and site visits.

  • Good knowledge in project administration.
  • Ability to express oneself orally and in writing in English. Experience working on projects related to environment or climate and with local authorities;
  • Skilled in obtaining information necessary to accomplish duties Able to prioritize work, multi-task and meet deadlines
  • Maturity and discretion, able to work with, and maintain confidential information
  • Problem analysis and problem resolution at both a strategic and functional level
  • Able to express technical ideas and concerns in a non-technical environment
  • Able to work independently
  • Strong computer skills, particularly Excel, Word and Access, etc.
  • In-depth understanding of the Democracy, Gender, Human & Land Rights, etc.
  • Fluency in written and spoken English; excellent written and oral communication
  • Ability to develop effective systems for organizational effectiveness.
  • Fluency in written and spoken English; excellent written and oral communication skills.
  • Understanding and experience of living and working in rural counties in Liberia
  • Possession of a Valid Driver License and ability to ride a motorbike

Desired qualifications

  • Minimum 5 years of work experience in assessing programme and project applications and reports.

About ForumCiv and the Liberia Country Programme

ForumCiv is a civil society member organisation that works with development issues from a rights-based perspective. Our vision is “a just and sustainable world where all people have the power to effect change”. We work with advocacy and capacity building of partner organisations around the world, on issues relating to democracy and human rights. We mediate grants from Sida to Swedish organisations cooperating with local partners in about 70 countries. We have offices in Sweden, Vilnius, Cambodia, Colombia, Kenya and Liberia. In 2018 ForumCiv received a grant of 51 million Swedish Krono from the Embassy of Sweden near Monrovia to support strengthening the fledging civil society organizations in the rural counties of Liberia.

With a focus on Land rights, Gender, Environment, and Democracy and Human rights, the Sustainable Ownership Programme has provided grants valued around 7 million Swedish Krona to 35 organizations for the implementation of projects in Bomi, Bong and Grand Gedeh Counties. We have also contributed to strengthening the organizational capacities of our partners by supporting them to develop/improve on their structures, systems and controls to allow for effective governance and management, and to promote sustainability.

In 2020 we hosted Liberia’s first ever Women Land Rights Conference that brought together members of the donor community, civil society, rural women from across Liberia, line ministries and agencies, the media, etc.; to review progress that had been made towards women’s land rights since the Land Rights Act was passed in 2018, provide a platform for rural women to engage with decision and policy makers, and development actors, to flag challenges that limit the enjoyment of their land rights, and crave strategies for advocacy. The resolution from the conference was presented to the president of Liberia in February this year.

ForumCiv is also a part of an Action Aid led consortium which includes the Development Education Network Liberia (DEN-L) and is implementing a 3-year European Union funded Land Rights Project in Grand Gedeh, River Gee, and Sinoe Counties. The project runs to 2024.

ForumCiv’s Sustainable Ownership Programme will come to an end on 31st December 2021.Based on the achievements and lessons that have been learnt from the Sustainable Ownership Programme, ForumCiv has requested for additional support for a 4-year programme from Sida. When approved, this programme will commence in January 2022. ForumCiv will maintain the thematic of the previous programme but with a focus on strengthening the technical and structural capacities of partners, we will also support community led development actions, we will also set

up resources centers which will be equipped with resource materials to support research, advocacy and research.
