Mercy Corps is a non-religious, non-profit and non-governmental international humanitarian organisation.

Mercy Corps, the embassy of Sweden-funded PROSPECTS-IV and Lonestar Cell MTN Mobile Money Inc., has developed a partnership focused on providing digital financial solutions to minimise the constraints of access to finance. Lonestar Cell MTN Mobile Money Inc. is a dynamic global leader in the digital mobile space and is keen to grow its digital presence and market in Liberia. To do so, they must first tackle the challenge of consistent and reliable digital solutions for emerging and existing markets. Lonestar Cell MTN Mobile Money has transitioned into the fin-tech ecosystem and has played a pivotal role in revolutionising access to finance and financial transactions through technology in Liberia. Leveraging its success with Mobile Money and over one million users nationwide, the company seeks to expand its offering through digital lending utilising the Central Bank of Liberia Digital Lending Guidelines. Digital lending provides broader access to finance across varying population segments, including youth. Utilising the Lonestar Cell MTN Mobile Money coverage and potential mobile-based loan products, this assignment seeks to:

• Facilitate Customer and market engagement, awareness raising, public education, and financial literacy for the recently launched MoMo Loan

• Enhance consumer knowledge and awareness of the loan product to unlock access and use across the population, including youth and women.

Completed Intent to Bid Forms must be submitted to Mercy Corps by [October 18, 2024, Close of Business] in one of the below methods.

1. Email completed Intent to Bid Form to lr-tenders@mercycorps.org with the Tender Reference number in the email subject line.
2. Return completed Intent to Bid Form in person and put in the Tender Box placed at Mercy Corps office [Sophie Junction, Congo Town, Opposite SOS Medical Clinic]. The Tender Reference number should be written in the envelope.

After the closing date of this Tender Notice, the Request for Proposal will be sent to the suppliers who submitted Intent to Bid Forms. The Request for Proposal will be sent according to the preference you have mentioned in the Intent to Bid Form.
