Purpose / Project Description:

PROSPECTS IV is a 45-month, 48 million SEK programme aiming to directly reach 6,400 young people through improved employment opportunities. The programme applies an MSD approach to facilitate systemic change. It will build on previous Government of Sweden investments through PROSPECTS I – III but will move away from a direct delivery model to place systems change at the heart of the programme. Understanding young people’s structural and systemic challenges in securing employment will be crucial to the programme’s success. PROSPECTS IV is being implemented in four defined urban and peri-urban areas – Monrovia (Montserrado County), Ganta (Nimba County), Kakata (Margibi County), and Gbarnga (Bong County) – with expansion to secondary locations (Bomi County) Consultant Objectives:

Mercy Corps seeks a qualified PRIVATE SECTORS PARTNERSHIP AND GRANTS CONSULTANT who will work

within the Finance Department under the direction of the Deputy Finance Manager. S/he will assist the PROSPECT IV Program and other programs in adhering to the compliance procedures for grants, partnerships, and sub-awards-related activities, the review and analysis of records, reports, and financial statements. S/he will ensure adequate internal controls are in place to mitigate risks in compliance with laws, regulations, donor requirements, and Mercy Corps policies and procedures.

 

Consultant Activities:

Operations – Financial and Compliance:

The Consultant will:

  • Assist in the financial review of purchase requests, purchase orders and payment requests to ensure compliance with MC policies and procedures and project budgets.
  • Monitor budget against expenditures for the PROSPECT IV program and/or correct on time any budget deviations
  • Provide technical support and training to the program and finance team to strengthen their financial and accounting capacities.
  • Monitoring Cash Flow Projection for PROSPECT IV program and ensure payments made on time to the vendors.
  • Assist the Deputy Finance Manager in responding to audit inquiries and requests for financial information.
  • Assist in monthly financial closing.
  • Assist in the financial reporting to donors.

Grant Management:

  • Assist local partners to close out Final Milestone and reporting.
  • The person will also REVIEW the scope of work for monitoring and evaluations of funded projects. ⚫ Supervise project implementation and provide technical and administrative support to the grantees. ⚫ Responsible for compliance and sub grants management.
  • Review sub-grantee financial reports and follow up on sub grants compliance issues
  • Maintain local partner financial files and tracking sheets, process local partners payments and reconcile sub-grant financial tracking to general ledger reports.
  • Provide regular financial reports to Management about MSD Partners.
  • Prepare/review/approve site visits and quality check reports and contribute to overall program reporting to the donor

 

Consultant Deliverables:

The Consultant will:

  • Conduct Monitoring for Market facilities Funds partners Final milestone report
  • Conduct compliance close out for all partnership agreement
  • Provide technical compliance guidance for outstanding activities and uncompleted milestone.
  • Provide compliance guidance for program closeout activities including uncompleted milestones by partners
  • Participate in PROSPECTS-IV weekly and monthly planning, updates, and meetings.
  • Ensure consultants comply with all safeguarding and environment, including health and safety plans and standards.
  • Prepare a forecast including outstanding commitments (outstanding programmatic contracts and obligations).
  • Verify that the Match requirements have been met and reported, if needed.
  • List which expenses will need to be paid in the liquidation period
  • In collaboration with the Finance manager, review all expenses from the entire grant period for allocability and allowability
  • With Guidance from the Finance Manager determine expenses and amounts to be accrued in the month following project close.

Timeframe / Schedule:

The entire consultancy is expected to last 1 month and 15days, commencing in 15th May 2025 and ending in June 30, 2025, with an anticipated 14 days of effort. The Consultant is expected to work at least two days weekly from the Mercy Corps office and 16 hours every week supporting the PROSPECTS- IV project based on an approved work plan.

NOTE: Applications received after the deadline will not be considered. Mercy Corps reserves the right to contract as many Consultants as necessary to implement this project or none at all.

Required Experience & Skills:

  • Four or more years of compliance and finance experience are required.
  • A university degree in finance, accounting or equivalent is required.
  • Three years’ experience in the compliance or grant Department of an international NGO is
  • Demonstrated competency with computerized general ledger software
  • Advanced computer skills in MS Office programs, particularly Excel.
  • Prior management experience and strong organizational skills.
  • Excellent oral and written English skills.
  • Prior experience in the MSD Program is a plus.
  • Prior experience in the private sector is a plus. Ability to interact effectively with international and national personnel and to be a neutral party with people of different perspectives and backgrounds
  • Excellent oral and written communication skills
  • Demonstrated ability to multi-task and process information into action so as not to delay program activities
  • Prior experience working for/with INGOs is a plus.
