Program / Department Summary

The Mercy Corps Finance Department is responsible for all financial functions in Liberia, including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance. The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures. In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.

General Position Summary

The PRIVATE SECTORS PARTNERSHIP AND GRANTS COORDINATOR will work within the Finance Department under the direction of the Country Finance Manager. S/he will assist the PROSPECT IV Program and other programs in adhering to the compliance procedures for grants, partnerships, and subawards-related activities, the review and analysis of records, reports, and financial statements. S/he will ensure adequate internal controls are in place to mitigate risks in compliance with laws, regulations, donor requirements, and Mercy Corps policies and procedures

Essential Job Responsibilities

Strategy & Vision

  • Create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor and Mercy Corps policies and procedures.

 

Team Management
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
  • Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
  • Supervise, hire and orient new team members as necessary.
  • Provide team members with information, tools and other resources to improve performance and reach objectives.

Operations – Financial and Compliance

  • Assist in the financial review of purchase requests, purchase orders and payment requests to ensure compliance with MC policies and procedures and project budgets.
  • Monitor budget against expenditures for the PROSPECT IV program and/or correct on time any budget deviations
  • Provide technical support and training to the program and finance team to strengthen their financial and accounting capacities.
  • Monitoring Cash Flow Projection for PROSPECT IV program and ensue payments made on time to the vendors.
  • Assist the Country Finance Manager in responding to audit inquiries and requests for financial information.
  • Deploy quickly and act as finance a person for Ganta office when it is necessary.
  • Assist in monthly financial closing
  • Assist in the financial reporting to donors.

Grant Management

  • Support team during the private sector partners selection process, conduct project feasibility studies including organizational assessments using standard Market System Development (MSD) tools. Following the feasibility study, prepare a report of findings and recommendations. Discuss the findings with the Country Finance Manager and Program Manager and recommend projects for funding.
  • Following project approval, assist local partners to prepare a detailed implementation plan. The person will also REVIEW the scope of work for monitoring and evaluations of funded projects.
  • Supervise project implementation and provide technical and administrative support to the grantees. Identify capacity-building needs of grantees, and arrange relevant training, mentoring and other technical assistance activities for them.
  • Collaborate with other members of Mercy Corps MSD team to maximize program impact.
  • Take part in strategic planning sessions to develop long and short term action plans.
  • Responsible for compliance and sub grants management.
  • Assist in conducting formal sub-grantee training workshop.
  • Review subgrantee financial reports and follow up on subgrant compliance issues
  • Maintain local partner financial files and tracking sheets, process local partners payments and reconcile subgrant financial tracking to general ledger reports.
  • Provide regular financial reports to Management about the MSD Partners.
  • Build long-term relationships with new and existing local partners

 

Program support Management
  • Ensure effective, transparent use of financial resources in compliance with Mercy Corps and donor policies and procedures.
  • Set up and maintain filing systems of all protocols and important documents for the project.
  • In conjunction with operations and program departments, review MSD contracts and related financial documents and reconcile all grantee’s related activities to the ledger on monthly basis.
  • Assist in developing and reviewing SoP procedures for MSD Programming
  • Assist in preparing accurate grant financial reports in line with Mercy Corps standard formats and timescales.
  • Assist the Country Finance Manager to keep track of and reconcile actual and committed program and operational expenditure for PROSPECT IV.
  • Conduct regular field visits to the field sites to assess the financial capacity of local partners.

Accountability

Reports Directly to Country Finance Manager

Works Directly with Compliance and Finance department in Monrovia, program and operational teams in Liberia

Knowledge and Experience

    • Four or more years of compliance and finance experience are required.
    • A university degree in finance, accounting or equivalent is required.
    • Three years’ experience in the compliance or grant Department of an international NGO is preferred.
    • Demonstrated competency with computerized general ledger software
    • Advanced computer skills in MS Office programs, particularly Excel.
    • Prior management experience and strong organizational skills.
    • Excellent oral and written English skills.
  • Prior experience in the MSD Program is a plus.
  • Prior experience in the private sector is a plus.

In particular, the successful candidate will be willing to travel to Mercy offices in the field. This will mean sometimes staying and working in stressful environments with very basic living conditions, strictly always following security protocols, and sometimes working long and irregular hours).
